Manager, Workforce Systems

The Manager, Workforce Systems role is at the heart of the volunteer and workforce operations, supporting the roll out of all systems required to manage the workforce operations through the journey to Games time, enabling LA28 workstreams to deliver their workforce and volunteer programs and LA28 to create and deliver an exceptional Olympic and Paralympic Games. 

The Manager, Workforce Systems plays a pivotal role supporting the development and documentation of business processes, data collection, and system configuration/set-up to ensure systems are implemented and optimized to support each step of the workforce and volunteer journey (including attraction and selection, assignment and offers, training, scheduling and rostering, communications, and Games-time deployment). 

With a core focus on testing, training, and day-to-day maintenance of all workforce systems, this role will work in close partnership with Technology, People Management functional leads, other functional areas across the organization, and external stakeholders, to ensure system solutions are fit-for-purpose, compliant with data protection requirements, and capable of managing large volumes of sensitive personal data. 

 

Key Responsibilities:

Process Development, Documentation, and Systems Solutions 

  • Support the Games Planning and Delivery workstream in developing, documenting, and refining business processes, focusing on the journey for volunteer candidates, paid staff, and contractors
  • Contribute to system specifications and requirements documentation and gap analysis sessions with Technology and external vendors
  • Participate in procurement/RFP efforts for specific systems (e.g. Learning Management System, Contact Center) and integrations 
  • Configure systems and support integrations in alignment with agreed business processes and functional requirements
  • Maintain system specification, configuration, and process documentation
  • Identify system limitations and propose practical solutions or workarounds in collaboration with Technology and/or other key stakeholders 

Testing, Training, and User Support 

  • Act as a key operational contact for Workforce system testing cycles, ensuring issues are tracked, prioritized, and resolved
  • Coordinate and execute User Validation and User Acceptance Testing (UAT), including preparation of test scripts, data sets, and defect logs
  • Deliver training sessions to users, including system walk-throughs, job aids, and procedural guidance; translate complex technology solutions into user-friendly tools
  • Contribute to the development and upkeep of systems training materials and user documentation
  • Provide hands-on support to team members and super users during system rollouts and peak usage periods 

System Project Delivery and System Support 

  • Track deliverables, milestones, and dependencies assigned to the systems workstream in the project plan
  • Provide regular updates and reporting on system readiness, risks, issues, and progress
  • Assist with vendor coordination, including system configuration activities, testing windows, and deployment planning
  • Monitor system performance and data integrity, escalating risks and issues through appropriate channels
  • Support incident management by logging, troubleshooting, and following through system issues to resolution
  • Promote data quality, data integrity, compliance, and appropriate system usage across the Workforce user community
  • Ensure security protocols on data management are followed to mitigate any risk of data loss / leakage
  • Foster positive, open, and collaborative relationships with key internal (e.g. workforce planning, volunteers, uniforms, training, communications and engagement, marketing, technology) and external (e.g. Deloitte, IOC, etc.) stakeholders

Background & Requirements:

  • Minimum 5+years hands-on experience with Workforce Games Management Systems, Volunteer Application Systems, or equivalent large-scale platforms
  • Experience supporting system configuration, testing, and implementation within a structured project environment
  • Demonstrated experience supporting live or large-scale events, ideally in a global or multi-stakeholder environment
  • Strong stakeholder coordination and communication skills with the ability to work effectively across diverse technical and non-technical teams
  • Strong documentation, reporting, and data analysis skills; experience working with BI, Tableau, or other reporting tools preferred
  • Experience leading or mentoring junior team members and/or volunteers, and acting as a systems subject matter expert 

Expectations:

  • Subject matter expertise in project and systems requirements within a large-scale/mega-event environment 
  • Detail-oriented with strong project and time management skills and the ability to manage and prioritize workload in a fast-paced and evolving environment
  • Excellent analytical skills; capable of identifying and prioritizing issues, assessing levels of risk, and providing creative and pragmatic solutions
  • Absolute discretion and high level of professionalism when dealing with high volumes of confidential, personal and/or sensitive data
  • Working knowledge of the Software Development Life Cycle (SDLC) and common project delivery methodologies
  • Excellent communication and presentation skills, with the ability to develop and deliver technology training solutions/ tools
  • Positive, team-oriented, and collaborative attitude with ability to build relationships with a variety of people 

Education:

  • Bachelor’s degree in a relevant field (e.g., Information Systems, Business, HR, Project Management) or equivalent experience 

Physical Requirements and Working Conditions:

  • Ability to work on-site in an open office environment, based in Los Angeles, CA 
  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment 
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods 

 

The annual base salary range for this position is $88,000 - $115,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
