Senior Manager, City Operations Program Management

The Senior Manager, City Operations Program Management sits within the City Operations team and reports to the Director, City Operations. In this role, you will operate as a central program and project management lead across the broader City Operations function, driving coordination, alignment, and execution across multiple workstreams. 

The City Operations team serves as LA28’s external operations integrator leading the planning, coordination, and delivery of municipal services required to support the successful execution of the 2028 Olympic & Paralympic Games across partner cities and venues. Serving as a primary interface between LA28 and municipal stakeholders, the team works cross-functionally to develop integrated operational plans outside each Olympic & Paralympic Venue.  

The Senior Manager, Program Management will be responsible for structuring and managing the overall City Operations roadmap, establishing program governance, and streamlining cross-functional engagement with internal teams and municipal partners. This includes designing and maintaining integrated workplans, tracking progress against key milestones, identifying risks and interdependencies, and driving issue resolution across the three City Operations verticals. 

This role will lead development, refinement, and day-to-day management of the City Operations budget model, leveraging strong analytical and financial planning capabilities to forecast city services and operational delivery costs. The Senior Manager, Program Management will own the modeling process and deliver financial insights to support strategic decision-making and alignment between operational plans and available city resources. 

This role will also serve as a key interface to senior leadership and LA28’s Financial Planning & Analysis team, synthesizing complex information into clear insights and recommendations, and enabling effective decision-making. The Senior Manager, Program Management’s ability to bring structure, rigor, and clarity across a broad and fast-moving set of priorities will be critical to ensuring a coordinated, high-performing City Operations function in the lead-up to and during the Games. 

Key Responsibilities:

  • Lead cross-functional program management across City Operations, coordinating priorities, timelines, and deliverables across multiple workstreams
  • Develop and maintain the integrated City Operations roadmap, including milestones, dependencies, and risk tracking
  • Own and evolve the City Operations budget model, incorporating partner city cost data and detailed event service requirements
  • Support City Operations strategy development, workforce planning, and resource allocation across teams
  • Track progress against key milestones and escalate/resolve cross-functional risks and issues  
  • Synthesize complex information into executive-ready updates and recommendations for leadership  

Background & Requirements:

  • 7+ years of experience in program management, finance, business operations or a related field, or 5+ years management consulting in related fields 
  • Proficiency with common planning and productivity tools, such as Excel, PowerPoint, and other project management platforms and shared documentation systems
  • Strong analytical skills, with experience developing financial models, budgets, schedules, or service plans
  • Demonstrated success managing complex, multi-stakeholder projects, including aligning partners around shared objectives, resolving operational issues, and driving projects from planning through execution
  • Experience managing large teams and programs from ideation to execution phases
  • Comfort operating in fast-paced, ambiguous environments, with the ability to adapt quickly, manage competing priorities, and maintain a solutions-oriented mindset
  • Aptitude for prioritizing and planning multi-stakeholder initiatives, providing direction when needed, empowering others, and removing obstacles to get work done 

Expectations:

  • Experience in a start-up environment, building and operating within evolving team structure, creating project plans, and identifying scope
  • Familiarity with operational management software such as Smartsheet, Google Earth Pro, ArcGIS, or AutoCAD
  • Well-developed problem-solving skills and ability to work independently to resolve issues 

Education:

  • Bachelor’s degree required; MBA or relevant graduate degree preferred 

Physical Requirements and Working Conditions:

  • Available to work onsite in our Downtown Los Angeles-based office.  
  • The majority ofwork will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.   
  • The LA28 office is anopen floorplanworking environment; employees must be able to work efficiently in anopen cubicleenvironment.   
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.
  • Perform other duties asrequired; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games. 

 

The annual base salary range for this position is $105,000 - $140,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
