The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Senior Director, Vehicle Fleet Operations:
LA28’s Senior Director, Vehicle Fleet Operations will lead efforts to refine, deliver, and operate the stakeholder vehicle fleet operation, providing a variety of fleet functions and services, including allocated vehicles, on-demand point-to-point transportation between all of the Games competition and non-competition venues, and rate card (e.g., rental) services. The role requires complex collaboration across LA28’s functional areas and external partners while maintaining credibility and ensuring key milestones are met. LA28’s Senior Director, Vehicle Fleet Operations will report directly to LA28’s Vice President, Transportation while working closely with staff across LA28’s FAs.
Key Responsibilities:
- Responsible for the readiness and delivery of LA28 Stakeholder Vehicle Fleet operations
- Guide the planning, development, procurement, implementation, delivery, and operation of LA28’s Stakeholder Vehicle Fleet system, including the ultimate expansion of the fleet services group within the Transportation team, and with the assistance of other LA28 staff and consultant support
- Manage and support the demand analysis and vehicle fleet requirements estimations for the Games “T” Vehicle systems. Games “T” Vehicle systems defined as all vehicles required to transport all Games stakeholders, including, and not limited to, all key Games constituents [e.g., Athletes, Media, International Federation members], spectators, and workforce
- Games “T” System vehicles include: allocated vehicles, TX, and rate card vehicles, and will consist of a variety of vehicle models to support a diversity of stakeholder needs
- Oversee the refinement of the initial vehicle fleet requirements required for operation of the Games “T” Vehicle Fleet is defined and required by the International Olympic Committee (IOC) and will adhere to requirements as set forth in applicable Host City Contract Operating Requirements or similar
- Lead the procurement, delivery, commissioning, deployment, and decommissioning of all Games Vehicle “T” Vehicle Fleet systems, in coordination with commercial partners
- Prepare documentation of Games Vehicle “T” Fleet systems to meet applicable IOC milestones
- Oversee stakeholder reviews and negotiations for all Games Vehicle “T” Vehicle Fleet systems and services
- Supervise the operations of all Games Vehicle “T” Vehicle Fleet systems in advance of and during Games times
- Build a team that observes and evaluates the performance of operating staff and service supervisors in the field for compliance with policies and attainment of performance indicators in a variety of ways (e.g., direct observation)
- Oversee the growth of the Vehicle Fleet team by defining key roles and hiring needs through 2028, in coordination with HR and broader workforce planning efforts
- Lead the development, design, and implementation of a comprehensive Stakeholder Vehicle Fleet Operations Plan across all LA28 venues
- Integrates with the Stakeholder Transportation Services team, the National Committees Services team, and the Event Management teams to ensure seamless service delivery aligned with operational requirements
- Prepare reports, presentations, and supporting materials for LA28 management and working group meetings
- Lead the development of programs and policies overseeing the training of staff and contractors, if applicable, to ensure Stakeholder Bus Operations are delivered according to the Plan
- In coordination with the Vice President, Transportation, support planning and delivery activities with the Security Functional Area and local, county, state, and federal law enforcement agencies to ensure bus operations align with and supports security planning
- Support the Transportation FA in the development of broader regional transportation operations, including integration of the regional Games Route Network (GRN) system, to ensure reliable and consistent travel times for Athletes, Officials, Media, and other stakeholders between venues and competitions
- In coordination with LA28’s Communications, External Affairs, and other Functional Areas, assist in developing, editing, and refining communications materials prepared for or in support of community outreach and engagement activities related to Stakeholder Bus Operations
- Conduct field reviews and participate in site testing and evaluations for specific components of Stakeholder Bus Operations, plans, and systems
Background & Qualifications:
- Experience planning, building, implementing, and operating large-scale vehicle fleet operations for major events or equivalent events occurring over multiple days with multiple venues and significant stakeholder populations.
- Experience in conflict resolution and customer service.
- Able to effectively present information and respond to questions from support staff, managers, and clients. Individual must be motivated, capable of working independently, with excellent written and oral communication skills.
- Transport or Vehicle Fleet operation experience within at least one mega project event, ideally more than one world class sport event (e.g., Olympic Games, Regional Football Tournaments).
- Experience working with public and private sector partners in a collaborative environment and ability to build strong partnerships.
- Direct experience managing, delivering, and/or operating vehicle fleet transportation systems and/or special event traffic management systems at the local level.
- Strong business acumen with exceptional strategic thinking and project management skills.
- Aptitude for prioritizing and planning multi-stakeholder initiatives, providing direction when needed, empowering others, and removing obstacles to get work done.
- Ability to create effective relationships, influence, and collaborate at all organizational levels and across all partner groups.
- Strong verbal and written communication skills with the ability to educate others on complex technical concepts, and to lead, facilitate, and present to large and small groups.
- Ability to gather and assess data and produce technical reports and/or slide decks.
- Proficiency in Microsoft Outlook, Excel and PowerPoint required.
Physical Requirements and Working Conditions
- Typically works in an office environment
- Occasional field activities will require walking and/or climbing stairs
- Some tasks may require participating in early morning meetings (e.g., 7:00am or earlier) and/or late afternoon meetings (e.g., 6:00pm or later). Occasionally this role will join other leaders in evening dinners and/or receptions.
Position Requirements:
Education:
- A Bachelor’s degree in business administration, transportation, public administration, or related field/equivalent work experience.
- Minimum of 10 years fleet management and/or operational work experience: ideally within the sport / major event environment, or 13 years progressive experience in in fleet transportation, equipment maintenance, transit operations or project management in a large transit institution environment. Five (5) years of experience must be in management including supervision, budget/financial development and management as well as strategic planning.
- Must possess a valid driver’s license.

The annual base salary range for this position is $175,000-200,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
