Housing Partnership Developer for Transitional Living Programs (TLPs)
Since 1984, Larkin Street Youth Services has helped more than 75,000 young adults in San Francisco with outreach, shelter, housing, education, employment, healthcare, and other services.
Today, Larkin Street Youth Services is the largest provider of housing and services to homeless youth in the Bay Area. We serve 1,500 youth annually, operating or partnering to provide more than 500 emergency shelter, transitional, supportive, and subsidy-based housing beds at several unique sites across San Francisco.

WHAT YOU'LL DO:
Under the guidance of the Program Director, the Housing Developer plays a critical role in securing and maintaining housing partnerships for Larkin Street Youth Services as the tenant. This position focuses on cultivating relationships with property owners, landlords, and community partners to ensure access to safe, affordable, and youth-appropriate housing options within the Transitional Living Program (TLP) framework.
This is a full-time position, eligible for full benefits.
Your responsibilities:
Housing Partnership Development
- Build and maintain strong relationships with landlords and property managers to secure units for Larkin Street Youth Services as the primary leaseholder.
- Negotiate lease terms and advocate for program needs, ensuring housing meets safety and suitability standards for youth participants.
- Mediate and resolve conflicts between property owners and Larkin Street, promoting positive and sustainable partnerships.
- Support with unit inspections as needed.
Client Centered Support
- Collaborate with case managers to align housing placements with individual youth needs and program goals.
- Educate youth on tenant rights and responsibilities within a transitional living context, fostering successful tenancies under Larkin Street’s lease.
- Support youth in accessing additional services that enhance housing stability and independence.
Data and Compliance
- Maintain accurate records of housing partnerships, lease agreements, and occupancy data using agency systems.
Leadership and Program Support
- Provide crisis management and on-call support to ensure safety and stability within TLP housing sites.
- Assist program managers with resource allocation, budget monitoring, and contract compliance.
- Other duties as required.
WHO YOU ARE:
- You are passionate about the Larkin Street Youth Services mission to end youth homelessness.
- You have a strong knowledge of the Bay Area housing market and experience in property negotiations.

- You have some social services case management experience.
- *BONUS* You have experience working in drop-in services, shelter, transitional, and/or permanent supportive housing programs.
- You are most excited to serve Transitional Aged Youth (TAY), aged 18 to 25 of diverse backgrounds.
- You are a self-starter and team player. Your colleagues describe you as compassionate, dependable, and patient.
- You work best in mostly in person, hybrid working environment. This role requires travel throughout the Bay Area to support clients and housing partners.
- You are willing to work holidays occasionally.
- You hold a valid driver's license.
