Job Summary
The EHS Manager plays an essential role in establishing and promoting a culture of safety within the Industrial Services specific areas they are assigned, focusing on compliance with both internal EHS policies and external regulatory requirements. This position involves overseeing EHS protocols across multiple locations, ensuring that each site adheres to the highest standards of workplace safety and health. By conducting regular audits, providing training, and implementing EHS programs, the EHS Manager works to minimize risks, reduce workplace accidents, and maintain a safe, healthy environment for all employees. Through collaboration with various departments and leadership teams, this role supports the organization’s commitment to safety, demonstrating the importance of proactive measures in safeguarding the well-being of its workforce. The EH&S Area Manager is responsible for leading all environmental, health, safety, and regulatory compliance initiatives for underground mining operations. This position ensures full compliance with MSHA regulations, environmental permits, and company standards while driving a proactive safety culture focused on hazard recognition, risk reduction, and continuous improvement. The role works closely with mine operations, maintenance, engineering, contractors, and leadership teams to protect employees, equipment, and the environment in a complex underground mining environment.

Essential Job Responsibilities 

 Safety Leadership & Compliance

• Provide visible leadership and champion a culture of safe production throughout underground mining operations.
• Ensure compliance with all MSHA regulations, company policies, and industry best practices.
• Lead underground safety inspections, workplace examinations, and compliance audits.
• Monitor critical safety systems including:
• Ground control
• Ventilation systems
• Refuge chambers
• Emergency escape routes
• Hoisting systems
• Mobile equipment operations
• Explosives handling and blasting activities
• Develop and maintain site-specific safety management systems and procedures.
• Facilitate incident investigations, root cause analysis, and corrective action implementation.
• Track safety performance indicators and communicate results to mine leadership.

Underground Risk Management

• Identify and mitigate hazards associated with underground mining operations, including:
• Ground falls and rock bursts
• Confined spaces
• Ventilation failures
• Diesel particulate exposure
• Silica dust exposure
• Chemical hazards
• Electrical hazards
• Mobile equipment interactions
• Conduct Job Hazard Analyses (JHAs) and risk assessments.
• Ensure corrective actions are implemented and sustained.
• Participate in operational planning to manage risks before work begins.

Environmental Compliance

• Manage environmental programs related to:
• Water discharge and treatment
• Stormwater management
• Hazardous materials
• Waste management
• Air quality
• Tailings and waste rock management
• Mine closure and reclamation planning
• Maintain environmental permits and reporting requirements.
• Coordinate environmental inspections, audits, and regulatory interactions.
• Investigate environmental incidents and oversee corrective actions.

Emergency Preparedness & Mine Rescue

• Lead underground emergency response planning and preparedness activities.
• Coordinate mine rescue team training and certifications.
• Conduct underground emergency simulations and evacuation drills.
• Ensure readiness of rescue equipment, refuge stations, gas monitoring systems, and emergency communication systems.
• Serve as a key member of the site's crisis management and emergency response teams.

Industrial Hygiene & Occupational Health

• Develop and manage industrial hygiene monitoring programs.
• Monitor employee exposure to:
• Respirable crystalline silica
• Diesel particulate matter
• Noise
• Welding fumes
• Hazardous chemicals
• Heat stress
• Coordinate occupational health surveillance programs.
• Implement engineering and administrative controls to reduce health-related risks.

Training & Workforce Development

• Develop and deliver safety and environmental training programs.
• Ensure compliance with MSHA Part 46 and/or Part 48 training requirements.
• Conduct new miner, annual refresher, and contractor orientation training.
• Coach supervisors and frontline leaders on safety leadership and accountability.
• Promote employee engagement through safety committees and behavioral safety initiatives.

Leadership & Team Management

• Manage site EHS professionals, coordinators, and contractors.
• Develop annual EHS objectives, budgets, and improvement plans.
• Provide monthly performance reports to mine and corporate leadership.
• Collaborate with operations, maintenance, engineering, geology, and human resources teams.
• Drive continuous improvement initiatives focused on reducing injuries, environmental incidents, and regulatory risks.

Minimum Qualifications

Required:

• Construction Health and Safety Technician (CHST) or 5 years of experience in a construction safety position and hold equivalent required, obtain CHST within 12 months of accepting position.
• Extensive working knowledge of OSHA regulations, standards, and other applicable codes/regulations, with a proven track record of ensuring compliance.
• Ability to lead and manage a team of EHS personnel effectively, demonstrating strong leadership skills and fostering a culture of safety throughout the organization.
• Excellent verbal and written communication skills.
• Prior experience working within the heavy industrial construction industry, including manufacturing, pipeline, mining, food and beverage, power, and refining environments.
• Proven ability to assess potential hazards and risks within divisional operations and develop and implement strategies to mitigate them effectively.
• Experience in incident investigation techniques and root cause analysis to identify underlying issues and develop solutions to prevent future occurrences.
• Knowledge of emergency response plans and procedures, coordinating drills and exercises, and ensuring readiness for potential emergencies.
• Ability to build relationships and collaborate with employees at all levels of the organization, as well as external stakeholders such as regulatory agencies and contractors.
• MSHA Certification or background preferred.
• Familiarity with risk assessment methodologies such as Job Safety Analysis (JSA) or Hazard and Operability Study (HAZOP) to ensure comprehensive EHS practices.
• Experience in conducting EHS audits or inspections to identify and address potential safety hazards.
• Certification in First Aid/CPR, demonstrating the ability to respond effectively to safety incidents requiring immediate medical attention.
• Proficiency in using MS Office applications (Word, Excel, Outlook, and PowerPoint) for documentation and reporting purposes.
• Knowledge of local, state, and federal building regulations with regard to safety, ensuring compliance with relevant laws and standards.
• Familiarity with EHS management software or systems, facilitating efficient management of EHS programs and documentation.
• Competency of all items required for Site EHS Managers and EHS Coordinators.

• Ability to Climb up and down stairs and ladders.
• Ability to traverse difficult terrain such as getting in and out of trenches/excavations and up to elevated platforms (scaffolding at significant heights)
• Lifting necessary equipment and materials 1-50 pounds,
• Driving to travel (valid driver license and proof of insurability is required. All drivers are subject to a DMV background records search.)
• Exposure to extreme weather elements - heat, cold, wind, rain, etc.
