Chief Building Engineer

JOB DESCRIPTION SUMMARY:

Plans, implements, coordinates and supervises all mechanical operations, maintenance, communications, energy management, and manpower development programs for the assigned property within the guidelines of those quality standards, operating objectives and goals established by Company in a manner that protects and maximizes the property asset value.

GENERAL DUTIES AND RESPONSIBILITIES:

  • Responsible for all necessary maintenance and operational programs to assure maximum life and reliability of all mechanical systems within the property.
  • Responsible for general maintenance and operation which includes, but is not limited to:
  • HVAC equipment performance testing
  • Plumbing systems
  • Electrical systems
  • HVAC systems
  • HVAC auxiliary systems
  • Lighting control system
  • Building automation system
  • General building maintenance including: (Door repair, Painting, Ceiling repair, Floor repair, Structural repair, Waterproofing repair, Miscellaneous areas)
  • Purchase parts and supplies required within the area of responsibility and approved budget guidelines.
  • Oversees the administration of necessary inventory control program and systems to assure maintenance of parts inventory levels and accurate and timely records.

Responsible to Property Manager for:

  • Approval of all tenant working drawings regarding existing mechanical modifications and/or add-on’s.
  • Monitoring the construction of tenant space.
  • Evaluation of tenant compliance with respect to operations and HVAC provisions of the lease.
  • Addressing all tenant questions concerning HVAC.
  • Analysis of escalation efficiency and cost pass-through for HVAC and excess HVAC billings.

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Expense management for suppliers:
  • Coordination of bidding and pricing.
  • Recommendation of vendors.
  • Issuance of purchase orders or receipt of contract.
  • Confirmation of receipt of goods or services.
  • Expense management in regard to outside mechanical contractors:
  • Evaluation of performance.
  • Evaluation of contract cost(s).
  • Provisions for competitive bidding.

Recommendations for selection.

  • Maintenance of quality and cost controls.
  • Maintenance of accurate and timely engineering expense management records and files.
  • Coding and approval of all engineering accounts payable invoices in conjunction with the Property Manager.
  • Participation in the preparation of annual HVAC related budget.
  • Approval of engineering personnel time sheets.
  • Participation in the preparation of estimates with respect to monthly expense accruals.
  • Recommendations for budget preparation and revisions to be presented to the Property Manager.
  • Assists Property Manager in the preparation of the engineering section of the Property Game Plan.
  • Preparation of all energy management reports.
  • Implementation of engineering recommendations contained in the Quarterly Activity Report.
  • Participation in property visitations and implementation of recommendations.
  • Maintenance of required accident records and emergency reports relating to engineering matters.
  • Ongoing monitoring of engineering management information systems.
  • Maintain current and historical preventive maintenance records.
  • Review of energy management information and appropriate action to minimize energy consumption.
  • Recommendations and policy implementation for engineering personnel.
  • Maintenance of current position descriptions for all engineering department positions.
  • Preparation and maintenance of approved staffing tables.
  • Participation in the hiring of subordinate personnel
  • Conduct orientation, training and ongoing education programs for all engineering personnel.
  • Preparation and/or recommendation of all standards of performance, evaluations and salary administration for engineering personnel.
  • Monitoring and implementation of OSHA requirements for the property initiation of boiler and machinery insurance claim procedures.
  • Management and maintenance of the central plant.
  • Awareness of the property’s security systems, evaluating them with central plant requirements.
  • Coordination and implementation of the energy management program.
  • Establishment and administration of an effective preventive maintenance program.
  • Implementation of fire and emergency procedures for the engineering staff.
  • Ensure that all emergency equipment is in good working order.
  • Implementation of procedures to insure fast response to all tenant and property work orders.
  • Administration of miscellaneous mechanical contract programs for base building and tenant equipment as required.
  • Authorization of central plant repairs within expense management procedures, implementing regular maintenance programs to insure quality operation and equipment life.
  • Implementation of overall quality control programs for engineering facilities and conducting of engineering property inspections on a regular basis.

This position is 100% in-office. The role requires working in office during standard business hours. Remote work or telecommuting is not an option for this position.
