
Director - GIS
Lumos is looking for a full-time Director - GIS! Lumos’s Director - GIS leads the team developing and maintaining the Company’s Geographic Information Systems (GIS) necessary to achieve robust multi-year FTTP growth plans. This role will lead a technical team responsible for mapping dashboards, production records, GIS documents, fiber records, and utilize ESRI ArcGIS records to document, design, and upgrade the Lumos Fiber network. The Director relies upon substantial knowledge of FTTP technologies, design, and must be able to understand scripting and coding to 3GIS/ArcGIS, Python, conversion of KML, CSV and shape-files.
The Director, GIS is highly visible within Lumos and outside of the Company, comfortable presenting proposed recommendations to senior leadership and the Board of Directors, ensuring disciplined follow through in documented dissemination/communications of plans for execution via systems platforms and emerging mapping tools. This position will play a critical role in closely partnering with our cross functional fiber expansion teams (consisting of Market/Business Development, Planning, Program Management, Sales, Product, and Finance) to develop, map, and align on prioritizing the company’s multi-year growth initiatives underway based on market demand opportunities for fiber deployment.

Essential Functions
- Drives the execution of strategic projects by coordinating efforts across teams, ensuring alignment with organizational goals, budgets, and on-time delivery.
- Scales our growth capabilities through strengthening network vendor & deployment partnerships.
- Conducts research and development of new GIS related products & procedures.
- Directs day-to-day operational and technical guidance to staff, schedule tasks; monitors workflow to ensure team meets established deadlines.
- Develops, implements, and maintains company-wide and departmental ESRI GIS modeling geospatial mapping & spatial analytics technology.
- Implements, coordinates, and enforces standards & procedures for ESRI GIS database mapping, maintenance, and administration.
- Provides structured GIS training and technical assistance to staff and other departments.
- Collaborates with cross-functional leadership to identify and implement GIS solutions and develop technical documentation.
- Efficiently identifies and implements process improvements to streamline the overall FTTP delivery solutions.
- Acts as a primary POC and SME for internal and external stakeholders – fosters strong relationships and addresses needs.
- Performs other duties as assigned including departmental and cross-functional projects.
Knowledge, Skills, and Abilities Required
- Proven experience and in-depth knowledge with FTTP industry best practices and standards with various GIS mapping formats.
- Possess in-depth successful ESRI GIS Industry deployment leadership experience in OSP, Engineering, Planning, and/or Construction disciplines related to GIS software, location intelligence, and mapping.
- Proven experience in SQL Server or Oracle database administration, spatial data analysis & reporting skills, documented programming skills in Python, Avenue, JAVA, Visual Basic, VB.Net and/or Geospatial databases.
- Extensive knowledge of the principles, methods, and techniques of map creation, land descriptions, parcel numbers, and related concepts.
- Extensive knowledge with ESRI GIS software related to ESRI’s geospatial mapping software and spatial analytics technology.
- People skills necessary to work, develop, and maintain effective and appropriate relationships with customers, coworkers, and external business partners.
Other Experience & Requirements
- 8+ years’ proven progressive leadership experience in the use of ArcGIS Desktop (ArcInfo, ArcEditor, ArcView, w/extensions) ArcIMS, ArcGIS Server, ArcSDE, legacy ArcView GIS 3.x and ArcInfo workstation.
- High school diploma or equivalent required; Bachelor’s degree preferred.
- Demonstrated experience mentoring and training employees with varying educational backgrounds and aptitudes.
- Skill in assigning, prioritizing, monitoring, and reviewing work assignments.
- Ability to facilitate and make presentations to groups.
- Ability to think analytically, detect errors, determine causes, and make corrections.
- Proactive, independent, and ability to take initiative to keep on-task and on-target.
- Fiber industry experience required.

- Constantly operates computer, keyboard, and related peripherals.
- Frequent sedentary periods using computer, keyboard, and other peripherals.
- Near-constant use of sight, speech, hearing, comprehension, and reasoning.
