Contracts Manager
About the Position
We are seeking knowledgeable and detail-oriented Contract Managers to join our team. In these roles you will be focusing on complex procurement processes for complex transit construction projects. In these roles, you will summarize technical specifications for RFPs, conduct thorough cost and price analyses on contractor proposals, and assist user departments in planning procurement schedules. You will manage the entire procurement lifecycle, from scheduling advertising and holding pre-proposal conferences to leading evaluation teams and preparing award recommendations for management. This posting is for future, long-term, onsite Contracts Manager positions located in the greater Los Angeles, CA, area or potentially other areas around the state.
Responsibilities
- Summarizes technical specifications for Request for Proposals (RFPs) and Invitation for Bids (IFBs); performs cost/price analyses on contractor proposals and bids.
- Plans procurement processes and assists user departments with setting schedules.
- Schedules advertising and announcement of RFPs and IFBs.
- Holds pre-proposal and bid conferences to answer questions.
- Leads proposal and bid evaluation teams; evaluates proposals and bids, including cost/price analysis.
- Prepares award recommendations for management.
- Attends various meetings, including pre-bid and post-bid debriefings.
- Monitors contract compliance and negotiates amendments and/or change orders; establishes pricing/negotiation strategies.
- Analyzes cost/price elements in contractor proposals, bids, amendments, or change orders.
- Converts purchase requisitions to Awards (Purchase Orders) in an online system, including change orders and modifications.
- Negotiates contract costs, terms, and conditions with vendors.
- Reviews and approves contractor invoices.
- Assists new vendors with requirements of the procurement process.
- Conducts closeout actions upon contract completion, such as final audit, payment, etc.

Minimum Qualifications
- Bachelor’s degree in Economics, Business, Public Administration or related field or related field or equivalent combination of education and experience.
- 3+ years of experience performing complex contract administration work.
- Strong knowledge of applicable local, state and federal laws, rules, regulations governing public procurement and complex professional or heavy construction contract administration processes.
- Experience working on complex heavy construction projects.
Preferred Qualifications
- 5+ years of experience performing complex contact administration work for heavy civil projects.
- Master’s degree in related field preferred.
- Professional certifications from National Contract Management Association (NCMA), American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM), or equivalent preferred.
Compensation Details
The salary range listed for these roles is $80k-$115k. The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.
