Proposal Specialist II

About the Position 

We’re looking for a Proposal Specialist II to help drive the pursuit of large, heavy-civil infrastructure projects—including highways, roads, bridges, transit (bus and rail), and airport programs—delivered through both traditional and alternative delivery methods. As a key member of the Luster National Sales Team, you’ll work closely with business development and operations staff to coordinate, develop, and refine high-quality, compliant proposals. You’ll manage deadlines, ensure submission accuracy, and support the strategic development of win themes and messaging. This role is ideal for someone who thrives in a fast-paced, deadline-driven environment and can balance structure with creativity. This is a full-time remote position; candidates need to be willing and able to work in all time zones as needed. 

Responsibilities may include, but are not limited to, the following: 

  • Coordinate, write, and edit proposal content across a range of infrastructure pursuits, ensuring alignment with win strategies, compliance requirements, and submission deadlines. 
  • Develop and maintain standard proposal assets including active team member resumes, project descriptions, boilerplate language, certifications, and corporate data sheets in multiple formats. 
  • Act as the primary point of contact for teaming partners requesting company information during joint pursuits, including coordination of forms, resumes, rates, and past performance materials. 
  • Manage and maintain the company’s CRM (HubSpot), ensuring accuracy of contacts, capture opportunities, proposal pipeline, and related reporting. 
  • Work closely with capture managers to track Win Plans and ensure proper internal follow-up is conducted to meet all suspense dates and submittal deadlines. 
  • Coordinate directly with operations on bill rates, insurance documentation, and pre-award requirements tied to active proposals. 
  • Collaborate with internal stakeholders to prepare polished slide decks and presentation materials tailored for interview panels, shortlist presentations, and client meetings. 
  • Coordinate with the branding team to ensure that all outbound proposal and marketing content adheres to Luster’s brand guidelines and visual standards. 
  • Ensure that the company’s CSP (Comprehensive Sales Plan) remains up to date. 
  • Work closely with contracts and compliance staff to coordinate company certifications and required documentation during pursuits. 
  • Support proposal meetings, compliance reviews, and final production to ensure timely and professional delivery of all materials.

Minimum Qualifications 

  • Bachelor’s degree in English, marketing, communications, business, or related field, or equivalent combination of education and experience. 
  • 5+ years of experience in proposal development, business development, or marketing, preferably in the AEC, infrastructure, or professional services sectors. 
  • Proven ability to manage complex proposal timelines with multiple stakeholders, tight deadlines, and shifting priorities. 
  • Ability to synthesize technical input into clear, compelling proposal language.  
  • Strong writing, editing, and content development skills with the ability to tailor messaging to specific audiences and RFP requirements; including polished and persuasive written and verbal communication skills, with advanced proficiency in grammar, punctuation, spelling, and formatting.  
  • Experience with AI-assisted writing tools and content libraries (e.g., Copilot, Grammarly, ChatGPT, and Writer). 
  • Understanding of proposal compliance frameworks and best practices (e.g., SF330, SOQs, RFP/RFQ formats, evaluation criteria).  
  • Strong skills in graphic layout to support the development of visual aids, charts, and infographics. 
  • Proficiency with Adobe Creative Suite. 
  • Proficiency with HubSpot or similar CRM platforms. 
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.) 

Preferred Qualifications 

  • Master's degree in English, marketing, or communications. 
  • APMP Foundation or other APMP certifications (Association of Proposal Management Professionals). 
  • PMP certification (PMI). 

Compensation Details 

The salary range listed for this role is $75k-$83k/year ($36-$40/hour). The final salary offered will be based on multiple factors and thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, geographic location, etc.
