Property Management Analyst
About the Position
We’re seeking a Property Management Analyst to support large, complex heavy-civil infrastructure programs, including rail, transit, highways, bridges, and other major capital delivery efforts. This role supports property management and right-of-way functions by providing project coordination, data analysis, and reporting related to parcel tracking and delivery. The position works closely with internal project teams and external partners to ensure accurate data, timely reporting, and effective coordination across program activities.
This is a long-term, full-time, on-site or hybrid position located in Sacramento, CA.
Responsibilities may include, but are not limited to, the following:
- Serve as a project coordinator for critical parcels across assigned work packages, supporting identification, tracking, and status reporting.
- Coordinate with project, construction, and technical teams to identify parcels that may impact construction activities or delivery schedules.
- Maintain and update parcel designations, construction areas, and related elements within right-of-way databases and tracking systems.
- Prepare and distribute parcel and right-of-way status reports, including reports focused on critical parcels and delivery milestones.
- Review design files, maps, and related documentation to support identification of structures and construction impacts.
- Support property management leadership through data research, ad hoc reporting, and analytical support.
- Review recurring right-of-way reports and supporting data to validate parcel status and delivery progress.
- Gather data, findings, and status updates from project teams and integrate information into consolidated reports.
- Analyze right-of-way data and develop tables, charts, and graphs that clearly communicate delivery status and trends.
- Prepare executive-level status reports and presentation materials for leadership and operations meetings.
- Perform data quality control, reconciliation, and consistency checks across systems and reports.
- Support systems data integration and continuous improvement efforts related to property management and right-of-way data.

Minimum Qualifications
- Bachelor’s degree in engineering, business, or related field, or equivalent combination of education and experience.
- 5+ years’ experience supporting property management, right-of-way, or similar functions for large, complex, heavy civil infrastructure programs, including data management, analysis, and reporting.
- Ability to gather, analyze, interpret, and present complex data clearly and effectively.
- Experience developing reports, charts, graphs, and presentation materials.
- Ability to verify and reconcile data across multiple platforms to ensure consistency and accuracy.
- Experience working with databases and tracking systems supporting parcel or property data.
- Experience with industry standard project and/or construction management software utilized in rail transit projects.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master's degree in engineering or business.
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details
Expected Salary: $70k-$110k/year ($33-$52/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
