Utility Coordinator
About the Positions
We’re seeking Utility Coordinators to support large, heavy-civil infrastructure programs in highways, roads, and bridges, transit (including rail systems), aviation (international airports), and water sectors delivered through both traditional and alternative methods. These roles support third-party and utility coordination efforts across complex transportation programs, with a focus on tracking progress, resolving conflicts, and maintaining alignment between project delivery requirements and external stakeholders.

Responsibilities may include, but are not limited to, the following:
- Coordinate with utility companies, local agencies, and third-party stakeholders to support relocation, protection, and installation of utility facilities on major infrastructure programs.
- Track and monitor third-party and utility progress against project milestones, identifying risks, delays, and potential impacts to schedule and construction activities.
- Support development and maintenance of tracking tools, reports, and dashboards to provide visibility into third-party coordination status and performance.
- Coordinate utility interfaces across multiple contracts, design packages, and construction phases to support integrated program delivery.
- Collaborate with design, construction, and project management teams to support resolution of conflicts between utility infrastructure and project scope.
- Support review of utility relocation plans, agreements, and design documents to ensure alignment with project requirements and constructability considerations.
- Identify risks related to third-party coordination, including permitting, access, sequencing, and stakeholder constraints, and support mitigation strategies.
- Facilitate coordination meetings with utilities and agencies to track commitments, resolve issues, and maintain forward progress.
- Support compliance with applicable regulatory requirements, agency standards, and permitting processes related to utility coordination.
- Coordinate with project controls teams (cost, schedule, risk) to support alignment between utility activities and overall program delivery requirements.

Minimum Qualifications
- Bachelor’s degree in engineering, construction management, or related field, or equivalent combination of education and experience.
- 10+ years of experience supporting utility coordination, relocation, or installation of major utility facilities on large, complex infrastructure projects.
- Experience coordinating with utility companies, public agencies, and third-party stakeholders on transportation or transit programs.
- Experience tracking third-party progress and identifying risks related to schedule, permitting, and construction impacts.
- Experience supporting multidisciplinary infrastructure projects with multiple contracts, stakeholders, and interfaces.
- Knowledge of applicable codes, standards, and regulatory requirements governing utility coordination in California.
- Experience working in client-facing or program delivery environments.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master's degree in engineering or construction management.
- Experience supporting rail or transit infrastructure programs.
- Experience working in DB, CMGC, or other alternative delivery environments.
- Experience supporting major capital programs in California (e.g., statewide transportation or transit initiatives).
- Familiarity with utility agreements, permitting processes, and right-of-way coordination.
- Experience using tracking tools, dashboards, or reporting systems to monitor third-party progress.
Compensation Details
Expected Salary: $120k-$185k/year ($57-$89/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
