Field Safety Specialist
About the Position
We’re seeking a Field Safety Specialist to support large, heavy-civil infrastructure programs, including highways, roads, bridges, transit (both rail and bus), international airports, and water/wastewater projects delivered through both traditional and alternative methods. Your primary focus will be supporting field-based safety oversight activities for a major rail infrastructure program, including conducting safety inspections, audits, risk assessments, and compliance monitoring to help ensure work is performed safely and in accordance with regulatory and contractual requirements. This position works closely with construction teams, contractors, consultants, and project stakeholders to promote a strong safety culture and support safe project delivery.
This is a long-term, full-time, on-site position located in Wasco, CA.
Responsibilities may include, but are not limited to, the following:
- Conduct field audits, inspections, observations, and risk assessments to identify hazards and verify compliance with applicable safety requirements.
- Monitor contractor and consultant activities to ensure compliance with OSHA, FRA, Cal/OSHA, and project-specific safety standards.
- Perform safety reviews of construction-related activities and provide recommendations for corrective actions and continuous improvement.
- Support environmental health and safety programs, including hazardous materials management and respiratory protection programs.
- Develop recommendations for programs, procedures, and initiatives that reduce workplace incidents and mitigate operational risks.
- Facilitate and participate in safety meetings, project meetings, safety briefings, and field coordination activities.
- Document safety findings, observations, corrective actions, and compliance activities through written reports and tracking systems.
- Support incident response activities and participate in on-call rotations as required.
- Analyze safety trends and performance data to identify opportunities for improvement.
- Coordinate with project teams, contractors, consultants, and stakeholders to promote a proactive safety culture.
- Support safety training, awareness initiatives, and field safety communications.

Minimum Qualifications
- Bachelor's degree in Occupational Safety, Environmental Health & Safety, or Construction Management, or equivalent combination of education and experience.
- 5+ years of experience in railroad operations or railroad safety.
- Strong knowledge of OSHA, FRA, Cal/OSHA, and applicable construction and transportation safety regulations.
- Experience conducting field safety inspections, audits, hazard assessments, and compliance reviews.
- Experience supporting active construction, transportation, rail, transit, or infrastructure projects.
- Knowledge of incident investigation methodologies, hazard mitigation techniques, and safety management practices.
- Ability to gather, organize, analyze, and present safety-related information and data.
- Experience coordinating with contractors, consultants, project teams, and stakeholders.
- Ability to work in active field environments and travel throughout project sites as required.
- Must be licensed to operate motor vehicles in accordance with California Law.
- Proficiency with safety management systems, reporting platforms, document management systems, and field reporting tools.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master's degree in Occupational Safety, Environmental Health & Safety, or Construction Management.
- OSHA 30-Hour Construction Safety Certification.
- Experience supporting transit, freight rail, railroad, or rail infrastructure safety programs.
- Experience supporting safety oversight activities on major infrastructure, transportation, transit, or rail construction projects.
- Experience supporting hazardous materials, respiratory protection, or environmental health and safety programs.
- Knowledge of Safety Management Systems (SMS) principles and practices.
- Professional safety certifications such as CHST, OHST, ASP, CSP, or similar credentials.
- Experience utilizing safety data analysis, reporting, and dashboard tools.
Compensation Details
Expected Salary: $90k-$125k/year ($43-$60/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
