About the Positions

We’re seeking Quality Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. These positions run the quality assurance program. You’ll set the standard, audit whether committed quality control plans are actually being followed, and make sure nonconformances get closed instead of carried. Luster’s own quality management system is ISO 9001:2015 certified, so the framework you work inside is audited rather than sitting in a binder.

This post is for future roles and not for a specific opportunity that is available right now. We accept applications and conduct interviews in advance of upcoming hiring needs. Responsibilities may include, but are not limited to, the following:

  • Develop and maintain the quality management system for the program, including the quality manual, procedures, and forms, aligned to ISO 9001:2015 and the program’s contract requirements.
  • Review the quality control plans and inspection and test plans submitted by designers and contractors, and confirm they meet contract requirements before the work they cover begins.
  • Audit designer and quality control programs against their own approved plans, and report whether the program is being followed in practice rather than only documented.
  • Oversee nonconformance reporting from identification through disposition, corrective action, and verified closure, and keep the log current and visible to the program team.
  • Verify that materials testing, special inspection, and independent assurance testing are performed by qualified laboratories and personnel, and that results stay traceable to the work they cover.
  • Coordinate quality surveillance across every discipline on your assigned program so one standard applies to all of the work.
  • Evaluate design quality by reviewing the designer’s own checking and quality control records, and confirm submittals arrive for review with those checks complete.
  • May lead root cause analysis on recurring defects and rework, and drive corrective and preventive actions to closure so the same problem does not come back.
  • Analyze quality performance data and report audit status, trends, and open nonconformances to program leadership.
  • Deliver quality orientation and training to program staff, designers, and personnel so requirements are understood before the work is in place.
  • Coordinate quality requirements through procurement, construction, testing, commissioning, and turnover, and confirm the record documentation supports acceptance and closeout.

Minimum Qualifications

  • Bachelor’s degree in civil engineering, construction management, construction engineering, or quality management, or related field, or equivalent combination of education and experience.
  • 10+ years of quality management experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience developing and administering quality management system documentation aligned to ISO 9001:2015, including quality plans, procedures, and audit programs.
  • Experience leading quality assurance audits and driving nonconformances and corrective actions to documented closure.
  • Experience reading construction drawings, specifications, and industry codes such as ASTM, ACI, and AWS.
  • Experience with industry standard quality and project management information software (e.g., Kahua, Unifier, e-Builder, Primavera P6, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Preferred Qualifications

  • Master’s degree in civil engineering, construction management, construction engineering, or quality management.
  • Active professional certifications such as ISO 9001:2015 Lead Auditor, CQA or CQE (ASQ), and/or Lean Six Sigma Green Belt or Black Belt.
  • Experience leading the owner’s quality assurance function on a program exceeding $1B in construction value.
  • Experience standing up a program quality management system in a new program office, including the quality manual, the procedure set, and the audit schedule.
  • Experience auditing a contractor’s or designer’s quality control program and holding that organization to its own approved plan.
  • Experience overseeing quality across more than one sector on the same program, such as roadway, structures, trackwork, airfield, or water and wastewater facilities.
  • Experience overseeing materials testing and special inspection programs, including laboratory qualification and independent assurance testing.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Compensation Details

Expected Salary: $110k-$185k/year ($53-$89/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
