About the Position
We’re seeking a Contract Specialist to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. Your main focus will be supporting the procurement of engineering and design services for a major transportation program, working alongside senior contract administrators from solicitation and qualifications-based selection through negotiation, contract administration, and closeout.
This is a long-term, full-time, hybrid position (mostly remote with in person meeting as needed at client sites) located in Atlanta, GA.
Responsibilities may include, but are not limited to, the following:
- Support the qualifications-based selection of engineering and design consultants, from advertisement through award.
- Prepare solicitation documents that meet applicable procurement rules.
- Organize the evaluation meetings where consultant statements of qualifications are scored, and support the panel through the process.
- Support task order fee negotiations by checking proposed staff hours against the defined scope so the agreed price holds up as reasonable for the work.
- Perform day-to-day administration of executed agreements, including reviewing contract documents and monitoring compliance.
- Work with project managers and consultant representatives to answer questions and help resolve issues on contract compliance and contract terms.
- Prepare progress reports on active contracts for project managers and management.
- Perform the compliance checks needed to close out a contract.
- Work within established procedures under the direction of senior contract administrators, and support them on more complex procurements.
Attributes
- Excellent written and verbal communication and interpersonal skills.
- Excellent multi-tasking and organizational skills.
- Collaborative mindset that fosters teamwork, trust, and positive relationships.
- Natural curiosity, problem-solving abilities, and a commitment to continuous improvement.
Minimum Qualifications
- Bachelor’s degree in business administration, public administration, finance, or related field, or equivalent combination of education and experience.
- 2+ years of procurement or contract administration experience.
- Experience supporting solicitations or administering contracts within an established procurement process.
- Familiarity with public procurement rules and standard contract terms.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master’s degree in business administration, public administration, or finance.
- Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) certification (Universal Public Procurement Certification Council), or Certified Professional Contract Manager (CPCM) certification (National Contract Management Association).
- Experience supporting procurement or contract administration for large (>$500M), complex, heavy-civil infrastructure projects.
- Experience with qualifications-based selection of engineering and design consultants under the Brooks Act, 23 CFR Part 172, and O.C.G.A. 50-22.
- Experience working with project managers and technical staff to develop the scopes of services that go into solicitations and contracts.
- Experience researching contract questions and preparing recommendations for management.
- Experience in an owner’s representative, program management, or construction management capacity for a state DOT or other public transportation agency.
