
Regulatory and Policy Manager
The Regulatory and Policy Manager at MARA will be focused on internal policy development and regulatory compliance. This role will provide deep expertise in U.S. energy markets and regulatory structures as MARA expands its energy business, with a focus on navigating and influencing policies related to electricity markets, transmission, and grid integration to optimize Bitcoin mining operations. The ideal candidate will bridge the gap between technical energy regulations and MARA’s business objectives, supporting MARA’s positioning as a thought leader in Bitcoin mining’s role in energy optimization.
This role is pivotal in ensuring that the company's internal teams are well-informed about regulatory changes and policy implications. The manager will help navigate the complex regulatory environment to ensure MARA remains ahead of policy shifts, and contributes to long-term planning on energy procurement, grid integration, and regulatory risk management. They will develop materials, provide briefings, and offer strategic advice to guide internal decision-making and compliance efforts. This position demands a detail-oriented professional with a strong background in regulatory affairs who can translate complex policy into actionable insights for the organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
· Regulatory Expertise: Deep understanding of FERC, NERC, and ISO/RTO structures, with a focus on PJM, ERCOT, and other key U.S. electricity markets.
· Grid Decarbonization & Demand Response: Identify opportunities for MARA to participate in grid services, demand response, and renewable energy optimization.
· Market Design & Operations: Analyze how wholesale energy markets operate and identify policy levers that can support MARA’s strategic growth in energy.
· Interconnection & Transmission Policy: Engage in rulemaking and regulatory discussions on transmission planning, interconnection queues, and capacity markets.
· Reliability & Compliance: Monitor and influence evolving NERC reliability standards affecting large energy consumers like Bitcoin miners.
· Policy Analysis and Development: Analyze current and emerging regulatory issues at state and federal levels that impact MARA. Develop internal policy papers, briefs, and strategic documents to guide company strategy.
· Compliance Oversight: Oversee the company's adherence to regulatory standards. Develop compliance frameworks, policies, and procedures for internal use.
· Internal Training and Education: Design and deliver training programs for employees on regulatory compliance and policy awareness. Ensure that the workforce understands regulatory risks and the importance of compliance.
· Strategic Internal Briefings: Regularly brief senior management and other internal stakeholders on regulatory trends, potential impacts, and compliance requirements. Tailor communications to ensure clarity and relevance to different departments.
· Documentation and Reporting: Maintain detailed records of regulatory compliance activities, policy analyses, and internal training sessions. Prepare regular reports for senior management on compliance status and policy developments.
· Cross-Department Collaboration: Work closely with departments such as Legal, Operations, and R&D to integrate regulatory considerations into their operations and planning processes.
· Internal Policy Advocacy: Advocate for policy positions internally that align with MARA's strategic objectives, ensuring that all internal stakeholders are aligned with the company's regulatory approach.
· Stakeholder Engagement (Internal Focus): Engage with internal stakeholders to gather input on regulatory impacts and to disseminate policy-related information effectively across the organization.
· Crisis Management Preparation: Prepare internal teams for potential regulatory issues or crises by developing response strategies. Compiles and prepares data for statistical reporting and assists with metrics analysis.

· Education: Bachelor's degree in Political Science, Law, Public Policy, or a related field; a Master's degree or higher is preferred.
· Certifications: Professional certifications in regulatory affairs or compliance are preferred.
· Experience: Minimum of 5 years in regulatory affairs or policy analysis within the energy, technology, or a related industry.
· Deep technical policy knowledge in energy market structures and regulatory frameworks.
· Prior experience engaging with FERC, NERC, PJM, ERCOT, or other regional grid operators.
· Policy or regulatory experience in a corporate, trade association, or regulatory agency setting.
· While state legislative experience is a plus, the core focus is federal and regional energy market regulation.
· Strong analytical and research skills with the ability to interpret complex regulatory documents.
· Excellent communication skills, both written and verbal, for effective advocacy and internal communication.\
· Ability to manage multiple projects simultaneously and meet deadlines.
· Proficient in stakeholder management and negotiation.
· Knowledge of the legislative and regulatory processes at both state and federal levels.
ADDITIONAL INFORMATION
· Travel: Occasional travel may be required to meet with policymakers, attend industry events, or participate in regulatory hearings.
· Remote Work: This position offers flexibility for remote work, though availability for in-person meetings as needed is expected.
