THE WORK AT THE FOUNDATION

We are currently in an exciting period at the Mastercard Foundation as we intensify the implementation of the Young Africa Works strategy, aiming to empower 30 million young people throughout Africa to access dignified and fulfilling employment.

To ensure the Foundation's accessibility to our partners and program participants, we have established offices in Rwanda, Kenya, Ghana, Senegal, Ethiopia, Nigeria, and Uganda. These offices provide strong in-country support for the implementation of Young Africa Works. We collaborate with governments, the private sector, educators, and other funders to enhance the quality of education and vocational training, equip young individuals with the necessary skills for the workforce, expand access to financial services for entrepreneurs and small businesses, and facilitate connections between job seekers and meaningful employment opportunities.

THE OPPORTUNITY

Reporting to the Lead, Program Monitoring & Planning, the Partner, Program Planning & Monitoring will collate progress, monitor data, and generate insights from implementing Partners of Mastercard Foundation investments. This role involves liaising for insights impacting learning and adaptive management of partner relationships. Responsibilities include supporting program and portfolio planning to align with country/regional strategies and collaborating with the Impact team and the Strategy and Planning function.

WAYS YOU CAN CONTRIBUTE

  • Support the development and monitoring of the implementation of annual country program plans.
  • Contribute to including theory of change and Monitoring, Evaluation & learning (MEL) orientation in new program planning and development.
  • Support monitoring agreed KPIs and developing other indicators for effective and efficient implementation.
  • Contribute to developing indicators, monitoring frameworks, and tools for measuring progress in Foundation-funded investments.
  • Support Partners in developing robust monitoring tools, quality reporting, and routine monitoring, including audits and data verification.
  • Assist Partners and stakeholders in data collection, report writing, and documenting good practices to increase access to dignified work for young women and men.
  • Help streamline M&E systems for Partners and their communities with emerging shifts in Impact strategy and measurement.
  • Coordinate the surfacing of critical insights, especially from young women and men, and manage the documentation.

WHO YOU ARE

  • Bachelors in Development Studies, Social Sciences, Economics, Statistics, or equivalent; a post-graduate degree is an added advantage.
  • A minimum of 5 years’ experience in M&E functions with development projects and local and national government, focusing on monitoring and supporting Partner organizations in data collection and M&E activities.
  • Experience developing, updating, and delivering training on M&E systems, introducing new methods, and setting up computerized MIS.
  • Proficiency in tech-enabled data collection, analysis, reporting, and communication tools, including online tools and social media for youth-focused narratives.
  • Experience in participatory approaches, gender inclusion, youth engagement, data quality assessments, and beneficiary feedback loops.
  • In-depth knowledge of youth-focused challenges, particularly in work opportunities, tech sector, agriculture, and SMEs.
  • Current knowledge of M&E practices, membership in M&E associations, and a good understanding of gender and gender-transformative programming.
  • Fluency, English and local languages relevant to the Foundation’s operations, such as French for West Africa.
  • Understanding systems thinking and the ability to develop and test theories of change.
