IT Project Manager

The Project Manager / Scrum Master is responsible for delivering medium-complexity initiatives by applying both traditional project management and Agile Scrum practices. This role manages multiple concurrent projects and serves in a dual capacity: as a Project Manager responsible for delivery accountability and governance, and as a Scrum Master responsible for team effectiveness and Agile coaching. The incumbent is expected to adapt their approach based on project needs, team maturity, and delivery model to achieve successful business outcomes.

Dual Responsibility Model

  • Project Manager (PM): Responsible for delivery execution, planning, governance, and stakeholder alignment.
  • Scrum Master (SM): Responsible for Agile coaching, team effectiveness, and continuous improvement.
  • The individual may perform one or both roles depending on project delivery model, team maturity, and organizational needs.

Project Manager Responsibilities (Traditional Delivery)

  • Manage multiple concurrent projects from initiation through closeDefine scope, objectives, deliverables, and success criteria
  • Develop and manage project plans, timelines, budgets, and resources
  • Manage risks, issues, and dependencies (RAID)
  • Ensure adherence to PMO standards, governance, and reporting
  • Provide clear and consistent project status reporting
  • Coordinate cross-functional teams and manage vendors
  • Align project outcomes to business objectives

Scrum Master Responsibilities (Agile Delivery)

  • Facilitate Scrum ceremonies (Sprint Planning, Daily Scrum, Review, Retrospective)
  • Coach teams on Agile principles and practices
  • Promote self-organization and accountability
  • Remove or escalate impediments
  • Track and improve Agile metrics (velocity, flow, quality)
  • Foster collaboration and continuous improvement

Stakeholder responsibilities:

  • Own and lead all project communications, tailoring messaging for technical teams, business partners, and leadership audiences
  • Facilitate clear and consistent information flow across stakeholders and project teams
  • Build strong relationships with business sponsors, IT leadership, and functional stakeholders to ensure alignment and engagement
  • Drive decision-making and alignment across stakeholders with competing priorities and constraints
  • Escalate issues appropriately and proactively provide recommendations and resolution options

Requirements:

  • Bachelor’s Degree, preferably in Computer Science, Information Technology or related field is preferred.
  • Proven experience as a Project Manager and as a Scrum Master, with a strong understanding of Agile principles.
  • A minimum of 5 years or equivalent work experience managing IT projectsemploying waterfall, agile and hybrid execution frameworks with proven delivery of business value and expected outcomes.
  • Experience working with project and portfolio management tools (MS Project, Visio, Azure DevOps, etc.).
  • Project Management certification preferred e.g. PMI Certification, Scrum.org, Scrum Alliance, Scaled Agile (SAFe).
  • Knowledge of full systems development life cycle (SDLC).
  • Understanding of software development methodologies (i.e. Agile, Scrum, Waterfall, Iterative).
  • Ability to work in ambiguous situations with frequent change, or unpredictability.
  • Strong communication, interpersonal and team leadership skills.
  • Strong analytical and critical thinking skills, and problem-solving abilities.
