Chief of Staff, Property Management
The Chief of Staff, Property Management, is a key leader responsible for driving departmental effectiveness and advancing MidPen’s strategic goals. The role centralizes operations, advises the SVP, and leads portfolio-wide initiatives by streamlining workflows, strengthening systems, and translating improvements into consistent policy.
The position works across functions to ensure high‑quality, compliant, resident‑focused operations. It requires deep affordable housing expertise, strong financial skills, and the ability to manage complex projects while influencing executive‑level stakeholders. The ideal candidate balances urgent needs with long‑term priorities, leads through influence, and improves processes for measurable impact. As a mission driven leader, they center residents, site teams, and partners while driving sustainable change.
Responsibilities
- Build and maintain operational systems, protocols, KPIs, and calendars to create a consistent performance rhythm for Property Management.
- Balance and prioritize weekly departmental and portfolio-wide initiatives.
- Facilitate alignment through regular “start/stop/continue” exercises with Property Management leadership.
- Lead agenda planning, meeting facilitation, and preparation of high‑quality materials for the SVP.
- Develop executive-ready materials, insights, and recommendations for leadership.
- Support change management and rollout of policies, operational improvements, and major initiatives.
- Guide budget planning to ensure alignment with strategic priorities and operational needs.
- Serve as a liaison between Property Management and cross-functional partners to ensure coordinated execution.
- Optimize processes by mapping workflows, removing bottlenecks, and advancing automation and KPI reporting.
- Lead high-impact, cross-functional projects and maintain strong communication plans, feedback loops, and analytical support.

- Technology fluency with enterprise property management tools and BI/reporting concepts (no specific systems required)
- Must possess a valid California Driver’s License, proof of current auto insurance, and reliable transportation

Physical Requirements
- Constantly perform desk-based computer tasks
- Frequently sitting
- Occasionally stand/walk, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, use a telephone, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 15 pounds
- Rarely twist/bend/stoop/squat, kneel/crawl
- Ability to travel between office locations and properties on a regular basis
Education and Experience
- Bachelor’s degree required. Advanced degrees in business administration, public administration, Finance, Urban Planning/Housing, or related business concentration preferred
- 5–10 years of mid- to senior-level management experience in affordable housing property management is required.
- Strong financial acumen, with experience managing large budgets and partnering closely with Accounting/Finance.
- Proven project/program management track record leading complex, cross-functional initiatives and implementing durable change.
- Experience working with Executive leadership and Board members, including preparation and delivery of executive-ready materials.
- Policy writing experience and a history of designing, building, and improving operational and administrative processes.
- Extensive experience in roles with a broad scope, requiring influence-based management and strong upward and lateral collaboration
- Strong financial acumen, with experience managing and reviewing large budgets and P&L’s.
Pay Range - $213,300 - $260,700 Annual Salary - Pay based on applicable experience and qualifications
