Director of Talent Development
Reporting to the Chief People Officer, the Director of Talent Development leads MidPen’s enterprise learning and talent development strategy to build the capabilities, leadership practices, and systems needed to advance our mission and deliver operational excellence. This role partners with senior leaders and department stakeholders to diagnose organizational needs, set priorities and standards, and deliver scalable solutions that strengthen employee effectiveness, engagement, and retention across a distributed workforce.
Responsibilities:
Enterprise Talent Development Strategy & Roadmap
- Develop and maintain a multi-year talent development strategy and prioritized roadmap aligned with MidPen’s mission and workforce needs.
- Conduct ongoing needs assessments (e.g., stakeholder interviews, capability analysis, employee feedback) to identify gaps and targeted solutions.
- Establish standards and decision frameworks for program prioritization, design quality, and delivery approach (in-person, virtual, blended).
Leadership & Manager Effectiveness
- Partner to design and scale leadership and manager development that strengthens coaching, feedback, accountability, and performance management practices.
- Collaborate with leaders and People Business Partners to address team effectiveness challenges through targeted development, facilitation, and consulting.
- Build leader toolkits, facilitation resources, and communities of practice to reinforce on-the-job learning and adoption.
Onboarding & Enterprise Capability Programs
- Lead the design and evolution of role-based onboarding and learning pathways to accelerate productivity and support growth.
- Oversee development of enterprise learning programs, ensuring accessibility and relevance across onsite and remote teams, and enable internal facilitators to deliver high-quality experiences.
Operational Excellence & Change Enablement
- Partner with functional leaders to support key initiatives, process improvements, and system implementations through learning strategies, communications, and adoption support.
- Ensure training initiatives are effective and compliant with regulatory and organizational requirements.
Measurement, Insights & Continuous Improvement
- Synthesize and communicate insights, progress, and outcomes to stakeholders; recommend data-driven improvements.
Team Leadership, Vendor & Resource Management
- Provide strategic direction, coaching, and oversight to the L&D team; manage external vendors and ensure initiatives are delivered on time and within scope.
Learning Culture & Best Practices
- Foster a culture of continuous learning and equitable development; apply industry best practices and perform other duties as assigned.

Knowledge, Skills, and Abilities
- Lead strategic learning and development initiatives, applying expertise in instructional design and adult learning principles.
- Partner with and influence stakeholders across all levels to align talent development with business priorities.
- Manage end-to-end programs with strong project management, organization, and execution discipline.
- Analyze data and metrics to evaluate effectiveness and drive continuous improvement.
- Translate business needs into scalable, high-impact development solutions.
- Demonstrate sound business judgment, strategic thinking, and discretion with confidential information.
- Drive change management efforts through effective communication and stakeholder engagement.
- Leverage technology and tools to design, deliver, and enhance learning experiences.
Education and Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field with a minimum of 7 years of experience in Human Resources, with at least 5 years in a leadership role focused on learning and development, instructional design, or an equivalent combination of education and relevant work experience.
- Master's degree preferred.
Pay Range
$196,000.00 - $205,000.00 Annual Salary - Pay based on applicable experience and qualifications
