Mosaic's HQ team of 23 supports an ecosystem of over 250 employees across brand partners, providing centralized resources in talent, HR, finance, sales, marketing, and operations while empowering local leaders to make the right calls for their people and businesses. This is a high-velocity M&A environment where every hire matters and every role carries real ownership. 

 

OPPORTUNITY OVERVIEW 

The Director, People Operations is the execution engine of Mosaic's People & Culture function. Reporting directly to the SVP, People & Culture, this role owns the operational infrastructure that makes HR run: benefits administration, L&D coordination, performance cycle management, compliance, vendor relationships, and the processes and documentation that allow the function to scale through rapid acquisition growth. 

This is a newly created role with significant white space, ideal for someone who thrives in a lean, high-growth environment and wants to build something from the ground up alongside an experienced SVP. You will be the operational right hand to HR leadership, removing friction, creating structure, and ensuring nothing falls through the cracks. 

 

KEY RESPONSIBILITIES 

Benefits Administration & Broker Partnership 

  • Own benefits administration for all HQ employees - carrier relationships, day-to-day employee support, eligibility management, and system administration 
  • Lead the annual benefits renewal process and serve as the primary liaison with Mosaic's benefits broker (Lockton) 
  • Plan and execute open enrollment - communications, timelines, system uploads, and employee experience 
  • Support benefits harmonization across acquired brand partners as the company scales 

Learning & Development Coordination 

  • Coordinate L&D programming logistics - own LMS (Learning Management System) platform administration, vendor relationships, and course tracking 
  • Partner with SVP to identify and onboard L&D vendors; manage contracts and hold vendors accountable to deliverables 
  • Track completion of required and developmental training across HQ and brand partners 
  • Ensure L&D infrastructure is scalable and data is clean for reporting 

Performance Cycles & HR Compliance 

  • Administer annual and mid-year performance review cycles for HQ - collection, tracking, communications, and logistics 
  • Own Mosaic's HR compliance calendar: required trainings, multi-state policy updates, and proactive risk management 
  • Build and maintain the employee handbook; ensure policies are current, accessible, and enforced consistently 
  • Manage compliance requirements including I-9 audits, wage/hour requirements, and federal/state/local obligations 

HR Process Standardization & Documentation 

  • Build, document, and maintain SOPs for core HQ HR processes - onboarding, offboarding, leave administration, job changes, and recurring workflows 
  • Create a library of repeatable HR processes that does not depend on institutional knowledge living in one person's head 
  • Partner with the SVP on organizational structure work, releveling exercises, and board-level people reporting 
  • Coordinate cultural programming initiatives - organize HQ events, maintain a culture calendar, and bring cohesion to ad hoc cultural efforts 

Vendor Management & Operational Excellence 

  • Own relationships with HR vendors - benefits broker, LMS provider, L&D vendors, background check providers, and others 
  • Evaluate new tools, manage contracts, and ensure vendors are delivering value 
  • Serve as the operational right hand to the SVP - managing projects, tracking initiative progress, and keeping the People & Culture function running smoothly 
  • Act as a change management partner: deploy HR playbooks and help brand partners adopt new processes and tools 

 

WHAT WE'RE LOOKING FOR 

 

Required 

Strongly Preferred 

  • 7–10+ years in HR operations, generalist, or benefits-focused roles 
  • Direct, hands-on ownership of benefits administration and annual renewal cycles 
  • Proven broker relationship management experience (Lockton or similar) 
  • Multi-state HR compliance and policy management 
  • Strong project management — able to hold multiple workstreams without dropping the ball 
  • High EQ; comfortable communicating across all levels 
  • Self-directed and execution-oriented; thrives in lean, fast-moving environments 
  • Bachelor's degree required 
  • Lives in the DMV area 
  • PE-backed or acquisitive company experience 
  • Experience supporting M&A integrations or working in a multi-entity environment 
  • LMS administration or L&D vendor coordination experience 
  • Familiarity with HRIS platforms (Rippling, Paylocity, ADP, or similar) 
  • Experience with organizational releveling, handbook builds, or rapid-scale HR infrastructure 

 

WHAT SUCCESS LOOKS LIKE — YEAR ONE 

  • Benefits renewal happens on time, on budget, with a smooth open enrollment experience for employees 
  • The SVP is not managing operational details; this person is the execution layer, removing things from Rachel's plate 
  • L&D programming is coordinated and running; vendors contracted, LMS active, courses assigned and tracked 
  • Performance review cycles run like clockwork; collection is organized, timelines are met, nothing falls through the cracks 
  • HR compliance calendar is maintained proactively; trainings happen, policies are current, nothing is reactive 
  • A library of HR SOPs exists and is actively used; processes are documented, repeatable, and don't require the SVP to answer every "how do we handle X" question 
  • HQ HR processes are documented and scalable; as Mosaic grows through acquisition, the infrastructure absorbs it

COMPENSATION & BENEFITS 

  • Mosaic offers a highly competitive benefits package.
  • Base $150K-$175K (depending on experience) plus bonus.
  • Bonus is a mix of company and personal performance based on specific metrics outlined by the leadership team and your team lead
