Role Overview

The State Contract & Purchasing Vehicle Manager is responsible for overseeing the full lifecycle of contracts across State, Federal, 3rd party technology vendor, Healthcare group purchasing agencies,  and procurement channels. This role combines contract subject matter expertise, governance, and operational management to have the ability to execute technology related product and services sales.

Serving as a central liaison between legal, sales, partners, and external agencies, this individual drives contract execution, management, reporting, and renewal activities while ensuring alignment with organizational objectives.

Key Responsibilities

Contract Lifecycle Management

  • Ensure timely execution of new contracts, renewals, and adherence to contractual obligations.  This includes master agreements, amendments, addenda, and partner-related agreements
  • Collaborate with legal, sales, and stakeholders to align terms and conditions and all associated obligations
  • Track key dates including renewals, reporting, and compliance milestones
  • Maintain and manage contract repository and documentation in accordance with company policy

Governance, Compliance & Risk Management

  • Ensure compliance with regulatory, legal, and operational requirements
  • Act as a first line of defense in identifying and mitigating contractual and business risk
  • Support MBE/WBE/DVBOE/MWBE compliance and reporting requirements
  • Provide compliance reporting and documentation to internal stakeholders

Program & Financial Oversight

  • Oversee contract-related financial components including fees, rebates, and reporting
  • Perform sales auditing, reporting, and reimbursement tracking tied to contracts
  • Analyze data and performance metrics to support decision-making and contract optimization

Stakeholder Engagement & Enablement

  • Serve as a central point of contact for internal teams, agencies, OEMs, and partners
  • Educate stakeholders on contract usage, processes, and compliance requirements
  • Support training, presentations, and communication related to contract programs

Operational Excellence

  • Develop and maintain internal resources and documentation related to contracts
  • Manage high volumes of contracts across multiple channels and stages simultaneously
  • Continuously improve contract processes, workflows, and governance practices

Required Qualifications

  • Bachelor’s degree or equivalent experience
  • 3–5+ years of demonstrated related experience to managing public sector contracts
  • Strong knowledge of procurement, contracting, and proposal processes
  • Advanced proficiency in Microsoft Office (especially Excel)
  • Strong program management and organizational skills

  • Experience leading cross-functional initiatives or influencing teams

Must be based in the United States.  

Pursuant to the NYC Pay Transparency Law, the base salary range in New York City for this position is $115,000- $125,000, plus opportunities for profit-sharing bonus and/or commission. Compensation in other geographies may vary.
