NT Concepts is seeking a Technical Lead, Cloud Architect to support the DoD enterprise Military Housing system. This complex system of 28 web-based modules is used by over 10,000 active users to meet the housing needs of 2.5+ million service members, DoD civilians, and their families.

 

Clearance: Minimum active Secret clearance required with TS/SCI preferred.

 

Location/Flexibility: Vienna, VA and Reston, VA with remote flexibility based on program needs.

 

Responsibilities: 

The Technical Lead will be responsible for providing technical guidance and oversight to the project execution team in collaboration with our Program Manager and other leads. The Lead will also ensure alignment of project activities and negotiate with customers, vendors, and other partners on changes to scope in a dynamic agile environment. This role will own end-to-end delivery of software products and will include leading team members of varying professional levels.  This role requires expert-level technical knowledge and leadership in designing, migrating, and implementing secure, scalable cloud environments within the Department of Defense (DoD). The ideal candidate will be a thought leader in cloud migration architecture, capable of guiding modernization efforts - including the migration of legacy systems to the cloud - with prior experience working in Joint Warfighting Cloud Capability (JWCC).

 

Additional responsibilities include:

  • Provide expert-level support to research, analyze, document, and design for complex technical challenges and cloud migration efforts in DoD environments.
  • Serve as the cloud architecture lead on executive-level project teams, offering strategic technical direction, design alternatives, and implementation plans.
  • Guide the development of advanced cloud migration strategies and contribute to long-range modernization goals.
  • Lead the planning and execution of legacy system migration to cloud environments, including infrastructure, applications, and services.
  • Leverage JWCC or equivalent DoD cloud solutions to design secure, scalable architectures that comply with federal and DoD regulations.
  • Apply advanced technical principles, theories, and concepts to build highly resilient, scalable, secure, and innovative solutions tailored for mission-critical workloads.
  • Develop and maintain architecture documentation, cloud roadmaps, and operational playbooks adhering with DoD compliance frameworks.
  • Mentor technical team members and coordinate cross-functional collaboration across security, development, and infrastructure teams.
  • Operate independently, initiating work and determining necessary actions to achieve strategic outcomes.
  • Communicate effectively with both technical teams and senior leadership, including the development of high-quality written deliverables and presentations.
  • Develop transition strategies for legacy applications and infrastructure, including rehosting, replatforming, or refactoring as needed.
  • Produce cloud architecture documentation, diagrams, migration roadmaps, and risk assessments.
  • Collaborate with stakeholders and engineers to ensure alignment across cloud security, networking, data management, and application teams.
  • Provide guidance and support for cloud-related procurement and capacity planning.
  • Deploy and manage cloud resources on major platforms (AWS, Azure, GCP).
  • Meet development schedules by ensuring the delivered solutions meet the technical specifications and design requirements

 

Qualifications:

  • Active Secret clearance required; Top Secret and TS/SCI clearance strongly preferred.
  • Master’s degree (MA/MS) in a relevant field.
  • At least 15 years of experience in Information Technology, with a focus on cloud migration architecture, systems development/integration, and network design.
  • Proven experience supporting complex, mission-critical DoD IT programs.
  • Expertise in JWCC, AWS GovCloud, Azure Government, or other IL5/IL6 environments.
  • Demonstrated experience migrating legacy systems and infrastructure into cloud-native or hybrid-cloud environments.
  • Knowledge of DevSecOps, CI/CD pipelines, and Infrastructure-as-Code tools (e.g., Terraform, Ansible).
  • Familiarity with DoD compliance standards (e.g., NIST 800-53, DoD Cloud SRG, FedRAMP).
  • Proficient in Linux and Windows OS
  • Strong communication skills with demonstrated ability to brief executives and produce technical documentation.
  • Proficient in Microsoft Office Suite, including PowerPoint, Word, Excel, and Visio.

 

Preferred Qualifications:

  • Relevant cloud certifications (e.g., AWS Certified Solutions Architect – Professional, Microsoft Azure Solutions Architect Expert).
  • Experience in federal housing, logistics, or defense systems.
  • Experience working under consultative direction on long-range strategic IT initiatives.

 

Certification Requirements:

  • Must have or obtain a CompTIA Security+ or DoD 8140-equivalent certification within 6 months of hire.

 

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift 10-15 pounds at times.
