Mission Focus: NT Concepts is seeking an Operations Manager / Deputy Program Manager to support the DoD enterprise Military Housing (eMH) system. This complex system of 38 web-based modules is used by over 10,000 active users to meet the housing needs of over 2.5 million service members, DoD civilians, and their families. 

 

Clearance: Active DOD Secret clearance required 

Location/Flexibility: Must be local to the DC Metro area. This position offers remote flexibility with onsite work in Vienna, VA and Reston, VA. 

The Operations Manager/Deputy Program Manager supports day-to-day execution of the eMH program under the direction of the Program Manager. The role coordinates operations, hosting-related work, configuration-management support, release-team coordination, assigned reporting, and selected contract artifacts. The Operations Manager/Deputy Program Manager provides backup to the PM so customer commitments and operations continue when the PM is unavailable.  

 

Responsibilities: 

  • Program Management Support: Partner with the Program Manager to ensure operational continuity by providing solutions to contractual and performance challenges, identifying and mitigating operational risks, and managing contract artifacts.
  • Operational and Staff Oversight: Oversee daily operations for assigned workstreams, including supervising staff across development support, database, quality, testing, and release management to ensure functionality, availability, and security.
  • Manage relationships with subcontractors and vendors, including performance monitoring, quality assurance, and ensuring deliverables align with program objectives, timelines, and budget constraints.
  • Cross-Functional Coordination: Coordinate across internal teams to manage tasks, schedules, and IT resources, ensuring release dates are met and production issues are resolved by tracking root-cause analysis and corrective actions.
  • Financial Management: Review budgets, track actuals against projections, analyze variances, and ensure all financial documentation complies with contract requirements.
  • Stakeholder and Vendor Relations: Maintain professional relationships with customers, vendors, and teaming partners to ensure service delivery, protect customer satisfaction, and keep problem resolution on track.
  • Program Reporting and Tracking: Track and report on program status by monitoring technical issues (e.g., hosting, information assurance), attending agile ceremonies to capture decisions and actions, and delivering consolidated reports to stakeholders.
  • Configuration and Change Management: Coordinate the Configuration Control Board (CCB) lifecycle, including scheduling, preparing materials, documenting outcomes, and maintaining program milestone charts.
  • System Access Control: Manage the end-to-end access control process for all system environments, including handling required documentation and status reporting.

Qualifications 

  • BA/BS degree in a technical discipline. 
  • 10+ years of experience in managing software development operations or related fields. 
  • Ability to obtain CompTIA Security+ or equivalent DoD 8570 certification within 6 months of start date. 
  • Proven experience leading IT modernization efforts such as cloud migration, legacy system upgrades, and technology stack transformations
  • Practical expertise with industry practices for streamlining operations while protecting quality. 
  • Prior experience managing cross-functional teams that can include subcontractor personnel. 
  • Experience hiring and training personnel for service delivery on a program. 

Physical requirements 

  • Prolonged periods of sitting at a desk and working on a computer. 
  • Must be able to lift 10-15 pounds at times.

The pay range listed for this position reflects the wage or salary range NT Concepts expects to pay for this role at the time of posting. The compensation offered to a successful candidate within this range will be based on legitimate, job-related factors, including (but not limited to) the candidate's work location, education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.

 

Virginia Pay Range

$131,376 - $243,984 USD
