POSITION OVERVIEW: 

NYCEDC’s Capital Program is responsible for channeling New York City’s capital budget investments into design and construction projects that advance the City’s economic development. The Capital Program’s staff consists of design and construction professionals; administrative staff; and project support analysts who work together to provide physical infrastructure, facilities, and amenities that strengthen the City’s competitive position through the implementation of a wide variety of municipal construction projects. 

The Capital Program’s Capital Project Support team works directly with Project Managers and Supervisors to facilitate the on-time and on-budget delivery of NYCEDC’s capital projects. As a key member of this team, the Specialist will be responsible for monitoring and reporting cost and schedule variances across the Capital Program’s $3.5 billion portfolio of design and construction projects. They will also be responsible for conducting data analysis in support of the department’s key performance indicators. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Coordinate with project managers across all teams to ensure consistent reporting of project budgets, schedules, updates, and other relevant data. 
  • Track and analyze commitments, expenditures, and variances against project budgets. 
  • Assist with the preparation of external reporting and annual budget forecasts. 
  • Guide Project Managers and Project Support Analysts through both NYCEDC’s and the City’s approval processes and advise on best strategies to maintain on-time and on-budget delivery. 
  • Attend meetings to ensure the advancement of project goals and brief department leadership. 
  • Analyze department data, write business intelligence reports, and develop data visualizations and dashboards as needed. 
  • Supervise ad-hoc department initiatives related to the enhancement of internal Capital Program processes at the direction of management. 
  • Provide support for projects in the form of data collection, document drafting, process mapping, interviewing, and data analysis. 
  • Update department records and maintain project files for the department. 
  • Coordinate with multiple departments at EDC including Budget, Contracts, Accounting, Legal, and Grants. 
  • Other duties as assigned. 

QUALIFICATIONS: 

  • Bachelor’s Degree and 2-4+ years of relevant work experience or equivalent. 
  • Experience in project or program management. 
  • Experience with budget, schedule, and change management. 
  • Experience in public or private sector procurement, processes, or procedures. 
  • Proficiency with Microsoft Office 365, Microsoft SharePoint, and Microsoft Project. 
  • Proficiency with Microsoft PowerBI or Tableau. 
  • Ability to clearly communicate with management, external stakeholders, and senior leaders. 
  • Ability to build relationships and work as a collaborator. 
  • Ability to meet deadlines in a demanding environment. 
  • Must be detail-oriented with strong organizational, analytical, and critical thinking skills. 
  • Ability to evaluate project needs and prioritize tasks accordingly. 
  • Interest in design and construction or urban planning preferred. 
  • New York City residence is required within 180 days of hire. 

Salary Range

$77,000 - $79,000 USD
