Senior Manager, Market Solutions Engineering

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future.  The NYISO’s Market Structures department invites applications for a full-time Senior Manager, Market Solutions Engineering.  

The Senior Manager, Market Solutions Engineering is responsible for setting technical direction and leading the research, market technology, production support, implementation, and external engagement functions that support NYISO’s energy, capacity, and TCC market systems. This position provides strategic leadership across Market Design, Market Operations, Grid Operations, Market Mitigation and Analysis, Information Technology, System & Resource Planning, and Product and Project Management to advance NYISO’s strategic initiatives and long-term market vision.

The Senior Manager leads the development and evolution of market technology solutions, oversees preliminary and feasibility simulation studies for future market products, and ensures market applications remain functional and aligned with market rules and reliability criteria. The role also directs projects that build upon the Energy Market System and Business Market System to support emerging resource technologies and New York State renewable integration objectives.

The position provides leadership for day-ahead and real-time energy market engineering support, production issue resolution, vendor and consultant engagement, implementation readiness, testing coordination, external research engagements, and ongoing technical support for market software and market participant inquiries.

ESSENTIAL DUTIES and RESPONSIBILITIES 

  • Provide strategic leadership for Market Solutions Engineering and Market Research and Engineering teams, including research, prototype development, market technology strategy, implementation support, production support, and long-term market solution planning.
  • Lead collaboration with Market Design, Project and Product Management, Information Technology, Operations, Grid Operations, Market Mitigation and Analysis, System & Resource Planning, and other business areas through the full project lifecycle, from market design and requirements development through implementation, testing, deployment, and post-production support.
  • Direct engagement with vendors and consultants supporting NYISO production systems and market applications; review vendor-proposed solutions, provide direction on design notes development and ensure solutions align with market rules, operational needs, reliability criteria, and long-range market strategies.
  • Provide strategic direction to Grid Operations and Market Operations teams regarding production changes, market software enhancements, prioritization of improvements, and resolution of software issues encountered in day-ahead and real-time market operations.
  • Define, sponsor and lead studies of future market products and technologies using prototyping, simulations, historical data analysis, and other sound technical approaches to validate requirements, assess technical robustness, evaluate potential market outcomes and consumer impacts, identify market behavioral risks and confirm compliance objectives.
  • Present, explain and defend technical approaches, study results, implementation strategies and recommended solutions to senior management, stakeholders, vendors, and internal cross-functional teams.
  • Balance market operations and grid operations operational enhancements with NYISO’s long-term market plans and strategic planning priorities.
  • Lead the technical development of mathematical models and optimization-based solutions for energy, capacity, and TCC markets, including commitment, dispatch, pricing, resource adequacy modeling approaches to meet peak system demand and capacity accreditation factors used in resource adequacy models.
  • Administer and provide direction on software modifications to Security Constrained Unit Commitment, Real-Time Scheduling, unit commitment, dispatch and pricing programs, including enhancements related to MIP solution approaches, dynamic reserves procurement, account for constraint-specific transmission shortages, modeling generator duct firing operational limitations, participation models for Energy Storage Resources, Co-located Storage Resources, aggregation resources, distributed energy resources, large load participation models in wholesale electricity markets, scarcity pricing enhancements, external transaction pricing, and broader regional market initiatives.
  • Lead or coordinate proof-of-concept testing, user acceptance testing and implementation readiness activities for changes to core energy market algorithms and supporting market software.
  • Provide implementation support to product teams by reviewing requirements documents, reviewing and approving design notes, supporting user acceptance test plans, and ensuring enhancements and new features are ready for production deployment.
  • Oversee technical support to Market Monitoring, IT Quality Assurance, Stakeholder Services, Market Validation, and Operations for market participant questions, scheduling and pricing outcome validation, production investigations, and audit-related inquiries.
  • Support corporate SOC1 process and procedure audit principles by promoting best practices, periodic audit activities, traceable documentation, and disciplined production-support processes.
  • Direct, support, and maintain specialized operations and market-solution applications, including PMU applications, stand-alone visualization software, as applicable to the assigned functional portfolio.
  • Monitor FERC, regional ISO/RTO, academia, and industry developments; collaborate with other ISOs/RTOs on technology and business solution evaluation; and recommend technical and business evolution initiatives in coordination with NYISO senior management.
  • Represent NYISO on external industry advisory boards and in industry organizations such as PSERC, EPRI, CEATI, CIGRE, national labs, universities, and other research forums; participate in major national and international conferences and seminars.
  • Oversee external research engagements for NYISO, including active management of university and research organization collaborations, review of DOE, NSF, NYSERDA, and related proposals, and maintenance of an active research program aligned with NYISO market needs.
  • Supervise, train, develop, and mentor managers and professional staff supporting market solutions, research, software testing, market modeling, and implementation activities; establish priorities, develop talent, and build technical depth across the team.
  • Provide direction for teams that provide 24x7 on-call production support to resolve issues in a timely manner.

 

SUPERVISORY RESPONSIBILITIES

This position has supervisory responsibility and may have both managerial and non-supervisory employees reporting to the position. The role is expected to provide leadership, coaching, prioritization, and performance direction for technical staff and subordinate leaders supporting market solutions, research, modeling, testing, implementation, and production-support activities.

QUALIFICATIONS

  • Bachelor’s degree in Engineering, Operations Research, or another related technical field is required. Knowledge of Power Systems Engineering and Economics is preferred. A Master’s degree is strongly preferred, or an equivalent combination of education and experience.
  • A minimum of ten years of electrical engineering and/or software development experience is required, including technology leadership or supervisory experience in research, technology analysis, market systems, electric utilities, interconnected public service, or energy markets; or an equivalent combination of education, training, and experience.
  • Experience should include knowledge of power system operations, system planning, electricity markets, computer systems, optimization modeling, application software development, data engineering, scripting, and shell programming. For the senior manager role, demonstrated progressive leadership of complex market technology initiatives, cross-functional implementation teams, vendor relationships, external research engagements, and production support functions is expected.

  • Ability to define problems, collect and analyze data, establish facts, draw valid conclusions, interpret complex technical instructions, and apply logical or scientific thinking to abstract and concrete problems.
  • Advanced competency in Linux operating systems, shell programming including Sed and Awk, scripting languages such as Python, optimization modeling primarily in AMPL or GAMS, and fine-tuning solution tolerances in commercial solvers such as Gurobi or CPLEX.
  • Intermediate competency in Windows operating environments using Microsoft Office applications, e-mail, and internet programs.
  • Knowledge and understanding of market software, market software development processes, IT software development practices, project lifecycle activities, and production support disciplines.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate. Contact with staff and the public will occur. Travel may be required to attend and/or conduct meetings, conferences, and training. This position may require work on nights, weekends, or holidays.
