Overview:
Under direction of LAWA’s Planning & Design Division’s (PDD) Operational Planning Section, supports 
LAWA’s operational business units in documenting, analyzing, and recommending 
solutions/improvements to current and future operational challenges within the organization. Serves 
as a technical resource within an airport/aviation planning area – Landside, Terminal, or Airside.
Conducts and manages technical studies, data analysis, and simulation of airport 
business/operations.
Responsibilities:
Duties include, but are not limited to:
•  Supports process improvement by coordinating with operational business units, identifying and 
documenting inefficiencies around LAWA’s landside components, and providing improvement 
opportunities.
•  Data collection and analysis of various landside aviation operational data such as:
•  Historic and upcoming flight schedules
•  Reported transaction data from LAWA’s ground transportation operators
•  Traffic signal and traffic timing data
•  Transit, shuttle bussing, routing and schedules
•  Parking access and revenue data
•  Curb and space allocation and utilization
•  Curb, parking, and roadway occupancy
•  Origin and Destination data of employees and passengers

•  Develop curbside and parking allocation and utilization reports based on passenger 
demand
•  Develop reports on origin and destination trends
•  Prepare/Review/Lead studies and analysis on:
•  Improving operational efficiency and capability
•  Increasing operational capacity for the airport
•  Managing and reducing roadway traffic, shuttle, APM delays
•  Operational changes due to construction, policy, safety, or other technical requirements that 
affect airport operations and business.
•  Simulation and modeling.
•  Working knowledge of Cubic Synchro Studio and/or PTV Group VISSIM
•  Run curbside microsimulation models and traffic signal network synchro models

•  Review other modeling/simulation work done by other entities or projects.
•  Have Simio or other processing simulation type modeling experience

•  Field observations for data collection and information gathering on airport operations
•  Analyze workflows, processes, and allocations such as operational staffing, curb allocation, 
wayfinding, etc.
•  Reviews various studies’ modeling methodology, assumptions, parameters, and sources
•  Review functionality and operations of massing, stacking, conceptual layout plans.
•  Review and preliminary concept drawings from an operational and functional perspective.
•  Provide recommendations on improvements and layouts on use of space on landside and other LAX 
ancillary space
•  Provide sketches on layout or space allocation improvements for further analysis.
•  Develop business process flowcharts such as swim lane diagrams, Visio charts, RACI matrixes, 
etc.

•  Coordinates with commercial, operations, maintenance, and other stakeholders as needed to 
provide input, review results, or modify assumptions.
•  Develops reports and presentations to stakeholders and airport management, as needed.
Qualifications:
•  5-12 years of experience in planning, operations, simulation, and data analysis
•  Experience in Synchro, PTV VISSIM, Simio, or traffic modeling and processing/simulation 
software
•  Proficient with MS Office and MS 365 products
•  Preferred experience with data and statistical software such as Python, R, SAS, etc.
•  Preferred experience with analytical software such as Excel, PowerBI, Tableau, GIS
•  Preferred experience with AutoCAD, Revit, BIM, GIS, etc.
•  Preferred experience with Visio or other process visualization software
•  Degree in industrial engineering, civil engineering, transportation planning, city/urban 
planning, architecture, aviation, business, operations research, or related technical field

•  May assume other duties as required/needed
•  Maybe required to work beyond regular shift hours as needed
•  Maybe required to work various shifts as needed
