We are seeking a Digital Solutions Architect  to support the Oddball Growth organization and lead business and technical solutioning related to the creation of written proposals, coding challenges, and technical presentations. The Digital Solutions Architect will own the entire architecture development process from inception to completion, lead the development of solutions with technical and customer domain experts, and estimate project efforts with detailed justifications. This person will be required to solution the following areas: Agile software development, human centered design, artificial intelligence/machine learning (AI/ML), and cloud-native solutions. This role is integral to designing modern and scalable citizen and warfighter-centered solutions that address complex federal agency missions and drive innovation in the public sector. This role reports to the VP for Business Development and Capture.

What you'll be doing:

Solution Design & Technical Leadership

  • Lead the architecture and design of solutions for proposals involving:
    • Agile custom software development (e.g., Scrum, SAFe, DevSecOps)
    • Cloud-native platforms (e.g., AWS, Azure, Kubernetes, serverless)
    • AI/ML applications and toolsets (e.g., NLP, predictive analytics, computer vision, generative AI, anomaly detection, robotic process automation)
    • Digital modernization, data engineering, and human-centered design (HCD)
  • Align technical solutions with solicitation requirements, agency strategy, and the company’s digital services capabilities.
  • Organize and lead teams of subject matter experts to research and build solutions

Proposal Development Support

  • Interpret and deconstruct RFPs, PWS/SOWs, and Section L/M criteria to drive compliant and responsive solutioning.
  • Write or contribute to technical and management volumes, especially sections on architecture, DevSecOps pipelines, data strategy, scalability, security, and innovation.
  • Partner with capture managers, proposal teams, UX leads, and delivery SMEs to craft compelling narratives and visuals (e.g., architecture diagrams, use case flows).

Technical Governance & Compliance

  • Ensure solutions align with federal IT standards and frameworks (e.g., NIST 800-53, FedRAMP, FISMA, Section 508, VA TRM).
  • Incorporate industry and government best practices, including modular contracting, open-source adoption, and API-first development.

Collaboration & Innovation

  • Strong interpersonal skills with a track record of effective cross-functional collaboration across business development, UX, engineering, and leadership teams.
  • Demonstrated ability to represent technical approaches and solutioning strategies with clarity, confidence, and professionalism.
  • Support pre-RFP capture efforts through solution whiteboarding, customer meetings, and concept development.
  • Contribute to reusability through a growing library of solution patterns, past performance mappings, and boilerplate technical approaches.
  • Stay current with trends in digital government, AI/ML regulation, and agile federal IT delivery.
Execution and Ownership
  • High level of accountability in delivering high-quality contributions to technical proposals, including timely communication, responsiveness, and follow-through.
  • Comfort working in fast-paced, deadline-driven environments with the ability to adapt and maintain focus amidst ambiguity.
  • Performs other related duties as assigned.

What you’ll bring:

  • 7+ years of experience in IT or software engineering, with at least 3 years in a solutions architect or technical lead role supporting federal proposals.
  • Demonstrated success in developing compliant and innovative technical solutions for government clients.
  • Demonstrated ability to apply a structured and repeatable solutioning framework to develop scalable, effective technical and business solutions tailored to complex federal challenges.
  • Deep understanding of Agile delivery methods (Scrum, Kanban, SAFe), DevSecOps principles, and AI/ML model lifecycle management.
  • Familiarity with FAR, IDIQ/BPA contract structures, and evaluation criteria.
  • Advanced written and verbal communication skills, with a focus on strength-based solutions
  • Technically fluent and mission-aligned, with a passion for public sector impact.
  • Demonstrates professionalism, reliability, and a high degree of accountability when owning and delivering key solutioning efforts.
  • Comfortable adapting to shifting requirements and collaborating across disciplines in a dynamic proposal environment.
  • Works well under deadlines, across teams, and with ambiguity.
  • Thrives in a collaborative, iterative, and fast-paced proposal environment.

Preferred Qualifications:

  • Relevant certifications (e.g., AWS Certified Solutions Architect, SAFe Agilist, Certified Scrum Professional, PMP, CISSP).
  • Experience working with digital-focused agencies such as VA, HHS, CMS, DHS, or GSA (e.g., 18F, TTS).
  • Working knowledge of design systems (e.g., USWDS), GitOps workflows, and ATO acceleration pathways (e.g., VA Lighthouse, CMS Blue Button).
  • Hands-on experience with AI/ML platforms (e.g., SageMaker, TensorFlow, Azure ML) or large language models in production environments.

  • Must be a US Citizen and able to work domestically 
  • Must be able to attain low-level security clearance

Compensation:

At Oddball, it’s important each employee is compensated competitively and fairly. In alignment with state legal requirements. A range for the included position is listed below. Be advised, actual offer details are determined by job category, job location, and candidate skill level.

United States Wage Range: $150,000 – $180,000
