About the Role
You will provide technical authority over all Plumbing/Mechanical systems of the Seed Center to ensure the facility is delivered with reliable, high-quality infrastructure that supports long-term operations. You will safeguard the integrity of building services systems, including water supply, sewer networks, stormwater management, fire protection systems, ventilation, and water storage installations.
The role protects the project from design errors, coordination gaps, construction defects, and commissioning failures by ensuring that construction drawings, contractor installations, and system performance meet the engineering and operational standards expected by the founding partners of the RICA Seed Center.
Responsibilities
Design oversight and Technical review
- Review and validate consultant designs for plumbing, Ventilation, fire protection, bulk water supply, and water storage and pumping systems.
- Identify design inconsistencies, coordination gaps, and constructability issues.
- Issue technical feedback and provide revised sketches or solutions where required to resolve site constraints.
- Review and approve contractor technical submissions including material submittals, and method statements.
- Monitor installation quality, workmanship, and compliance with approved designs.
- Review contractor reports, technical queries, and claims and provide engineering recommendations.
Construction Oversight
- Oversee installation of plumbing and mechanical systems including domestic water, sewer, stormwater drainage, HVAC and ventilation, fire protection systems, water distribution, storage and pumping installations.
- Supervise external infrastructure including water supply networks, sewer and stormwater systems, irrigation infrastructure, pump stations, and tanks.
- Conduct site inspections to verify compliance with drawings, specifications, BoQs, and engineering standards.
- Oversee testing and commissioning of all mechanical and plumbing systems including plumbing networks, pumping systems, irrigation systems, HVAC systems, and fire protection systems.
- Verify system performance through pressure testing, flow verification, and operational testing prior to handover.
- Confirm commissioning documentation and as-built drawings are complete.
Quality, Safety and Technical Coordination
- Ensure mechanical and plumbing works follow approved safety procedures and method statements.
- Inspect materials and installations to ensure compliance with project quality standards.
- Coordinate mechanical systems with architectural, civil, structural, and electrical works to prevent installation conflicts
Team training and capacity building:

- Provide technical guidance to contractor teams to ensure correct installation of plumbing and mechanical systems.
- Document key engineering lessons, technical challenges, and solutions throughout the project.
- Share knowledge with the internal team to strengthen capacity building for managing large infrastructure projects.
- Support the development or review of technical documentation including scopes of work, terms of reference, and engineering studies when required.

Across all roles, these are the general qualifications we look for. For this role specifically, you will have:
Skills and qualifications:
- Minimum 7 years of relevant experience in mechanical or building services engineering with significant involvement in design and construction oversight.
- Strong technical expertise in building services engineering and mechanical infrastructure systems.
- Demonstrated experience supervising installation of large-scale mechanical and plumbing systems within complex construction projects.
- Ability to review and validate engineering designs and construction drawings, technical calculations, and contractor submissions.
- Experience overseeing commissioning and system performance testing.
- Strong problem-solving skills and ability to resolve design or construction issues directly on site.
- Working knowledge of occupational health and safety standards applicable to building services construction activities.
- An understanding of construction principles, building codes, and regulations.
- Advanced in Computer Aided Design (CAD) programs used in building Services Engineering ( Autocad, Revit MEP, etc…)
- Fluency in spoken and written Kinyarwanda and English. Knowledge of French is an added advantage.
- Bachelor’s degree in building Services Engineering, Plumbing Engineering or Mechanical Engineering
Licenses (Added advantage):
Registered and with a valid certificate of Institution of Engineers of Rwanda
