ABOUT THE OPPORTUNITY  

ONE is seeking a strategic, politically astute, and technically proficient Manager for Global Health Policy and Advocacy to drive forward our ambitious agenda in global health. This position will play a pivotal role in advancing ONE’s policy and advocacy work related to key multilateral health initiatives, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and the Global Vaccine Alliance (Gavi). 

The successful candidate will serve as a critical thought partner in shaping and executing advocacy strategies to secure strong and sustained official development assistance (ODA) for global health within upcoming federal budget processes. A core focus of the role will be on building political momentum and public support in the lead-up to the 2025 replenishment cycles for GFATM and Gavi, ensuring these initiatives remain high on the political and public agenda. 

In addition to policy and advocacy work, the Manager will provide high-level support to the Director of Partnerships, Communications and Public Relations in expanding and managing ONE’s Global Health Champions Ecosystem. This will include helping design and coordinate the inaugural convening of global health champions—bringing together key advocates, influencers, and experts—and organizing a high-impact learning trip that showcases the real-world effects of investments in global health. 

This role will report to the Senior Policy and Advocacy Manager. This is a position limited to two years. Starting in September 2025. 

The ideal candidate will be a highly self-motivated team player with excellent project management and communication skills, able to handle a varied role and with experience in global health policy and advocacy. It is essential that the candidate has proven knowledge of Africa and German and European development/Global Health debates. 

 IN THIS ROLE, YOU WILL 

  • Develop and implement targeted advocacy strategies to influence ODA commitments in Global Health, with a specific emphasis on GFATM and Gavi. 
  • Monitor and engage with relevant budgetary and political processes to ensure Global Health remains a priority in donor country agendas 
  • Collaborate closely with partners, government officials, and civil society to build alliances and amplify ONE’s Global Health messaging. 
  • Prepare, initiate, and in some cases accompany meetings with political decision-makers. 
  • Support in delivering evidence-based policy recommendations and advocacy and communication materials tailored to decision-makers and stakeholders. 
  • Develop and draft high-quality, policy-relevant briefings, talking points, and background materials on key Global Health developments—including updates on the Global Fund, Gavi, pandemic preparedness, and broader trends in Global Health financing. 
  • Represent ONE Germany and shape positions within continental Europe in ONE’s Community of Impact on Global Health. 
  • Represent ONE as a voice for global health at public events. 
  • Co-lead the strategic development and operational planning of the Global Health Champions Ecosystem, including event design, stakeholder outreach, and content creation. 
  • Plan and execute a compelling learning trip for GHCE members, demonstrating the value and impact of Global Health investments., 
  • Project Management related to this workstream.  
  • Contribute to reporting.  
  • Other duties as assigned.  

 WHAT YOU BRING TO ONE 

Essential Skills and Experience 

  • Advanced academic background: A Master’s degree in international development, public health, political science, or a related discipline is strongly preferred. A Bachelor’s degree combined with significant, relevant professional experience in global development or advocacy may be considered as an equivalent qualification. 
  • Extensive professional experience: Minimum of 5–6 years of progressively responsible experience in global health/development policy, advocacy, or international cooperation—ideally within an NGO, think tank, government institution, or international organization. Direct experience working on development cooperation or with donor institutions is a strong asset. 
  • Subject-matter expertise: Demonstrated expertise in development financing, with a particular focus on Global Health architecture, financing mechanisms, and policy processes. 
  • Institutional fluency: Hands-on experience engaging with or navigating multilateral organizations such as the Global Fund to Fight AIDS, Tuberculosis and Malaria and Gavi, the Vaccine Alliance. 
  • Strategic relationship-building: Excellent networking and stakeholder engagement skills, with the ability to build and maintain productive relationships across governments, civil society, multilateral agencies, and other advocacy partners. 
  • Global collaboration mindset: Proven ability to thrive in diverse, cross-cultural teams, working across time zones and organizational boundaries with a high degree of flexibility, empathy, and professionalism. 
  • Strong organizational capacity: Ability to prioritize multiple, evolving workstreams, manage complex deadlines, and deliver high-quality results in a fast-paced and dynamic policy environment. 

 Contextual Understanding 

  • Strong grasp of Germany’s development landscape, and budget cycles. 
  • Knowledge of how health intersects with economic growth, debt sustainability, and security. 

 Soft Skills 

  • Excellent communication skills across technical and non-technical audiences 
  • Self-starter, strategic thinker, with a bias toward execution and outcomes 

COMMUNICATION AND LANGUAGE SKILLS 

Excellent communication skills, including the ability to articulate complex issues clearly and persuasively. 

Fluency in German and English is mandatory.  

TRAVEL 

This position involves business trips at national and international level. 

COMPENSATION

55,000 EUR - 65,000 EUR
