What we are looking for:
Partner Forces is seeking a highly organized, operationally strong, and people-focused Program Manager (PM) to lead a high-visibility executive business operations support program supporting senior leadership offices within a dynamic federal environment in Washington, DC. This role will oversee a team providing executive/front office support across multiple leadership offices and operational functions. The PM will serve as the operational lead responsible for staffing continuity, quality control, client relationship management, workforce oversight, and seamless execution of day-to-day support operations in a fast-paced headquarters environment. This is not a traditional back-office PM role. The ideal candidate is calm under pressure, highly responsive, operationally disciplined, and experienced navigating executive-level environments with competing priorities, shifting demands, and high-visibility stakeholders. This position requires strong leadership presence, exceptional communication skills, and the ability to proactively solve problems while maintaining professionalism and continuity of operations.
What you will do as an Program Manager:
- Lead day-to-day program operations supporting executive/front office environments
- Supervise, coordinate, and support contractor personnel providing executive operations, scheduling, logistics, travel, onboarding, records, and administrative support services
- Serve as the primary interface between Partner Forces and Government leadership stakeholders
- Ensure uninterrupted coverage and continuity of operations across all supported offices
- Manage staffing, surge support, coverage planning, onboarding, offboarding, and employee performance concerns
- Develop and implement operational processes, quality control measures, staffing plans, and risk mitigation strategies
- Monitor program performance metrics, service levels, deliverables, and operational timelines
- Lead transition-in and transition-out planning and execution, including onboarding coordination, badging/PIV tracking, shadowing, and knowledge transfer activities
- Prepare and deliver weekly and monthly program reporting, staffing updates, operational summaries, and risk assessments
- Support resolution of escalated client concerns, operational conflicts, and high-pressure situations with professionalism and urgency
- Maintain strong awareness of evolving priorities, organizational changes, executive expectations, and operational risks
- Foster a positive, professional, and team-oriented culture across onsite staff
- Coordinate closely with internal recruiting and People Operations teams to proactively pipeline and backfill positions as needed
Qualifications:
- 7+ years of experience supporting federal government operations, executive support environments, or high-visibility administrative programs
- 3+ years of experience managing teams, programs, or operations within a federal contracting environment
- Demonstrated experience supporting executive/front office operations in fast-paced or high-pressure environments
- Strong experience managing staffing, operational continuity, and client relationships
- Excellent communication, interpersonal, and conflict resolution skills
- Ability to manage multiple competing priorities while maintaining composure and operational discipline
- Experience coordinating onboarding, badging, security processing, or workforce logistics within a federal environment
- Strong organizational skills and attention to detail
- Ability to work onsite full-time in Washington, DC
- Ability to obtain and maintain a Public Trust clearance
Preferred Qualifications
- Prior experience supporting headquarters/front office environments
- Experience managing executive support, administrative operations, or workforce coordination programs
- Familiarity with federal travel systems, records management processes, and executive correspondence workflows
- Experience leading transition efforts on federal contracts
- Prior experience supporting SES or politically sensitive/front office environments
- Existing federal clearance or prior badging experience strongly preferred

Proposal/Pipeline Notice
This is a pipeline position supporting an active proposal effort for a high-visibility federal program opportunity. Candidates selected for this role will be expected to actively participate in the proposal process, including contributing to solutioning discussions, transition planning, and oral presentations as part of the competitive procurement process.

$120,000 - $150,000 USD
