
Doula Workforce Program Manager / Director
About the Role
Partum Health is an Illinois-based maternal health company building a Medicaid-certified doula workforce through EMBRACE, our training and certification program. We've successfully designed and launched a classroom-based training and are now seeking to build a companion offering focused on supporting trained doulas in gaining the field experience needed for full-spectrum certification- a necessary prerequisite to credentialing and joining insurance contracts. With a strong training foundation in place, we are aiming to build a full train to work model in order to grow and build the Partum Health workforce. Partum is seeking a program manager / director to finalize the design, build the infrastructure, and launch this new program.
This is an execution role with real strategic input, working directly with Partum's leaders. You'll build on our strong foundation in training and development to move an initial framework from concept to running program. For the right candidate, this role will evolve to help grow the program and support ongoing workforce development efforts across the organization. In doing so, you will help to launch a highly impactful program, one that provides access to in-demand quality jobs, and helps to build a new class of healthcare professionals desperately needed in the maternal health landscape and one with tremendous potential to scale- initial focus will be on Illinois with potential to scale to a multi-state model under the new hire’s leadership.
This is an incredibly exciting moment for Partum and Doula services as the nation is accelerating reimbursement for doula services along with increased demand from patients and providers seeking to improve outcomes for patients. We are looking for an exceptional leader, who shares our vision of ensuring every family in our country has access to a high quality doula and support services during and after pregnancy and has the skills to make that vision a reality.
This is initially a contractor role with potential to convert to a full time opportunity. Annual compensation target for the role ranges between $110,000-140,000 depending on experience and qualifications.
What You'll Do
- Finalize program design and resolve open questions (program model, e.g. peer-based apprenticeship vs. site-based apprenticeship, incentive structure, pricing, timeline, etc.)
- Build all operational infrastructure: registration, tracking & evaluation, documentation and feedback systems
- Draft every program document: co-attendance agreement, trainee onboarding, supervisor recruiting pitch, client consent language, attestation forms
- Recruit and onboard an initial cohort of supervising doulas in partnership with Partum’s current team; run a structured pilot and iterate
- Drive collaboration with Partum’s existing health system partners to build the program design; if needed develop pitch materials to build additional partnerships to ensure participants have access to field experience opportunities
What We're Looking For
- 3+ years in program management, operations, or workforce development — startup or community health experience strongly preferred; 7-10 years professional experience
- A track record of building education/training programs from scratch, not just contributing to ones that already exist
- Healthcare experience: you understand clinical environments, compliance basics, and how to work with providers and patients
- Comfort with technology across the full stack of modern work — virtual learning platforms (Google Classroom and equivalents), AI tools, Google Workspace, and common software; you pick things up quickly and look for opportunities for technology to improve the solution and operations
- Comfort operating with autonomy in an unfinished environment; judgment matters as much as execution here
- Strong written communication — you'll produce documents that go in front of doulas, patients, and hospital partners
- Maternal health, doula services, or Illinois Medicaid experience is a significant plus

Opportunity details:
- Consulting role: 30-40 hours per week
- Hybrid opportunity: must be Chicago based and available for up to 2 days of in person work at Merchandise Mart or on site with partners in the city of Chicago
- Growth Potential: This role is ideally positioned to extend and/or transition into a full-time position
- Compensation: Hourly compensation for this role may range from $60/ hour to $100/ hour commensurate with experience while serving as a contractor - potential for salary of $110-140k annually plus benefits
