OSP Engineer
Your Impact
At Pearce, our OSP Engineers play a critical role in designing and maintaining the telecommunications infrastructure that keeps communities and businesses connected. As an OSP Engineer, you will support copper and fiber outside plant engineering projects by developing designs, managing project deliverables, coordinating permitting activities, and ensuring construction readiness for a variety of network expansion and maintenance initiatives.
This role combines technical engineering expertise, field investigation, permitting coordination, and project management to support broadband expansion, network reliability, and customer growth. You will work closely with municipal agencies, utilities, contractors, and internal stakeholders to ensure projects are completed safely, efficiently, and in compliance with all company and regulatory requirements.
Core Responsibilities

Design and engineer copper and fiber outside plant (OSP) projects, including aerial, buried, underground, MDU, subdivision, road move, dark fiber, and service order work.

Prepare, review, and submit pole attachment applications and coordinate with utility companies to secure approvals.

Utilize telephony and OSP engineering principles to support network planning, capacity management, and infrastructure development.

Project manage engineering activities and coordinate with municipal engineers to evaluate project impacts and requirements.

Collaborate with utility providers and communication companies to develop relocation plans that minimize service disruptions and project delays.

Coordinate make-ready activities, pole replacements, and service requests with power companies and communication providers.

Conduct field surveys, site walks, and engineering assessments to gather design information and validate project requirements.

Prepare and submit permits to local, state, and federal agencies including DOT, DNR, Railroad, Pipeline, and other governing authorities.

Update engineering databases, design systems, and project management tools to maintain accurate project records.

Partner with SSP contractors and construction teams to ensure projects are completed on schedule and within budget.

Support plant damage repair (PDR/DOR) activities, cable count adjustments, and network restoration projects.

Design and support capital projects related to cell tower infrastructure and network expansion initiatives.

Investigate and resolve customer and Public Utility Commission (PUC) complaints in partnership with field and central office technicians.

Work closely with contract engineers and internal stakeholders to ensure engineering solutions align with business objectives and client requirements.

Monitor project budgets, schedules, and deliverables while maintaining compliance with company standards and industry regulations.
Core Requirements
-
3–5+ years of experience in copper and fiber telecommunications engineering.

5+ years of experience in OSP engineering, network engineering, or a related telecommunications field.

Strong understanding of OSP telecom construction practices and engineering standards.

Experience designing aerial, buried, and underground fiber and copper networks.

Knowledge of pole attachment processes, make-ready requirements, and utility coordination.

Understanding of telephony systems and outside plant network architecture.

Experience with broadband network design, fiber record management, and cable count management.

Strong knowledge of permitting requirements and regulatory approval processes.

Proficiency with mapping systems, engineering design software, and project tracking tools.

Ability to interpret construction drawings, utility records, and engineering documentation.

Experience coordinating with municipalities, utility providers, contractors, and regulatory agencies.

Strong organizational and project management skills with the ability to manage multiple projects simultaneously.

Excellent verbal and written communication skills.

Ability to work independently while collaborating across engineering, construction, and operations teams.
Preferred Qualifications
-
Experience supporting telecommunications clients such as AT&T, Frontier, Ziply, Lumen, CenturyLink, or similar providers.

Knowledge of fiber-to-the-home (FTTH), broadband expansion, and network modernization initiatives.

Experience with capital project planning, road move projects, and utility relocation programs.

Familiarity with GIS mapping systems, engineering databases, and permitting platforms.

Experience supporting both field and remote engineering environments.

Base Pay Range
$31 - $37 USD
