Your Impact
As an OSP Engineer supporting Lumen, you will perform engineering activities supporting the design, documentation, permitting, and construction readiness of outside plant telecommunications networks. This position supports all aspects of OSP engineering, including aerial, underground, buried, conduit, fiber, and copper infrastructure.
You will work with project managers, construction teams, permitting teams, utilities, and other stakeholders to develop accurate and constructible OSP designs. You will also be responsible for maintaining accurate project and engineering information within Lumen databases, systems, and other required client platforms.
Success in this role requires strong OSP engineering knowledge, attention to detail, familiarity with field conditions and industry standards, and the ability to manage engineering documentation and data throughout the project lifecycle.
Core Responsibilities
OSP Engineering & Design

Perform all aspects of OSP engineering for aerial, underground, buried, conduit, fiber, and copper telecommunications infrastructure.

Develop and update OSP engineering designs, construction work prints, routing plans, splicing information, bills of materials, and supporting engineering documentation.

Support work-order engineering, including road moves, relocations, network modifications, and new construction.

Review proposed routes for constructability, existing infrastructure, capacity, clearances, and potential conflicts.

Support fiber and copper network planning, including applicable loss-budget, splicing, and network-design considerations.

Identify design conflicts and recommend practical engineering solutions that support project requirements, cost, and schedule.
Field Validation, Standards & Quality

Perform and/or review field surveys and measurements for pole lines, conduit systems, buried facilities, and proposed OSP routes.

Verify field conditions and ensure designs comply with NESC requirements, Lumen specifications, applicable utility standards, and Pearce engineering requirements.

Identify make-ready requirements, clearance issues, facility conflicts, and other conditions that may affect construction.

Review field changes and prepare or update redlines, as-builts, and related engineering documentation.

Perform QA/QC reviews to ensure engineering packages are accurate, complete, and construction-ready.
Permitting, ROW & Joint Use

Prepare and support permit packages for municipal, county, state, utility, and other applicable authorities.

Support right-of-way (ROW), easement, and joint-use activities associated with OSP construction.

Coordinate pole-attachment, make-ready, and utility requirements as applicable.

Work with permitting teams, utilities, agencies, and project stakeholders to resolve engineering or documentation issues affecting approvals.
Project Coordination & Tracking

Coordinate with Project Management, Construction, Permitting, vendors, and other engineering resources to maintain project schedules and resolve outstanding issues.

Track engineering deliverables, permit requirements, design changes, and other project dependencies.

Support job-cost and project tracking by identifying design changes or field conditions that may affect scope, schedule, or cost.

Participate in project meetings and provide engineering updates, technical clarification, and status information.
Documentation & Lumen Systems

Perform required data entry and record maintenance within Lumen databases, systems, and client platforms.

Maintain accurate engineering records, designs, permits, ROW documentation, work orders, property/accounting records, and as-built information.

Ensure engineering and project information is entered accurately and updated throughout the project lifecycle.

Prepare reports and status updates regarding engineering progress, outstanding requirements, and project risks.

Maintain complete and organized documentation in accordance with Lumen and Pearce requirements.
Core Experience
-
Experience performing OSP engineering within the telecommunications industry.
-
Knowledge of aerial, underground, buried, conduit, fiber, and/or copper OSP infrastructure.
-
Experience developing or reviewing OSP designs, construction work prints, work orders, routing plans, splicing information, and related engineering documentation.
-
Working knowledge of NESC standards and telecommunications OSP engineering requirements.
-
Experience performing or interpreting field surveys, measurements, and existing-condition information.
-
Knowledge of permitting, ROW, easements, pole attachments, joint use, and make-ready processes.
-
Experience identifying constructability issues, utility conflicts, clearance concerns, and other field conditions affecting OSP designs.

Experience with telecommunications engineering databases, record systems, CAD/design platforms, mapping tools, and client portals.

Ability to accurately perform data entry and maintain engineering records within Lumen systems and databases.
-
Strong organizational skills with the ability to manage multiple engineering assignments, deadlines, and project priorities.

Strong written and verbal communication skills with the ability to coordinate effectively with engineering, construction, permitting, utilities, vendors, and project-management teams.

Ability to work independently while maintaining accuracy, quality, and compliance with client engineering standards.
Preferred
-
Previous Lumen/CenturyLink OSP engineering experience.
-
Experience working directly within Lumen engineering databases, systems, or client portals.
-
Experience with both aerial and underground/buried OSP engineering.

Experience with joint-use, pole attachments, make-ready engineering, and utility coordination.

Familiarity with CAD, GIS, mapping, drafting, and electronic markup tools used for OSP engineering.

Experience supporting projects from initial engineering and field validation through permitting, construction release, and closeout.
One change I would especially recommend is making previous Lumen/CenturyLink experience a preferred qualification. At $35–$35.50/hour, the revised description is also better aligned with an OSP Engineer-level position rather than the senior/lead scope of the original description.

$20 - $28 USD
