Acquisition Analyst
POSITION DESCRIPTION:
Pioneering Evolution is seeking a Mid to Senior-level Acquisition Analyst who has experience supporting a DoD ACAT 1 Program. This position is supporting a major US Navy program of record and will require the selected candidate to work closely with the Program Manager, Deputy Program Manager, and other senior Program Leadership. The ideal candidate will have a strong background in DoD 5000.02 statutory and regulatory requirements (i.e., development of acquisition strategies, development of cost analysis requirements documentation (CARD), acquisition program baselines (APB), Nunn-McCurdy Act, etc.). The preferred candidate will live in the Washington D.C. metro area as this hybrid position does require coming into the client site and Pioneering Evolution Headquarters in Crystal City, VA at least 3 times a week.
REQUIRED EXPERIENCE:
- Experience creating, coordinating, and maintaining acquisition and contracts documentation such as Acquisition Plans (ISTRAPs, PSTRAPS, etc.) Acquisition Strategies, Justification & Approvals (JA), Request for Proposal (RFP) and Request for Information (RFI) Packages, and Statements of Work (SOWs).
- Knowledge of FAR, DFAR and NMCARs guidance.
- Experience working with program office, contracts and legal personnel.
- Experience providing procurement package development and support.
- Experience using SPS to create and maintain purchase requisitions (PRs), contract modifications, etc.
- Experience managing and coordinating scheduling activities such as development/maintenance of Integrated Master Schedules (IMSs) and hardware procurement schedules.
- Experience and knowledge related to ensuring compliance with statutory and regulatory requirements, conducting related analysis, and completing quick turn-around responses for program data calls.
- Experience in program annual task planning, budgeting and execution (PPBE Process) to include experience using the Navy Enterprise Planning System (NEPS), and ability to track budget allocations, obligations, and expenditures.
- Experience developing briefings, presentations, meeting minutes, letters / memoranda, and tracking action items to closure.
- Experience with MS Office (Word, Excel, PowerPoint, MS Teams, etc.).
- Active Secret Clearance
DESIRED EXPERIENCE:
- Experience supporting NAVSEA, NAVWAR, and/or NAVAIR Program Offices.
