Program Analyst
POSITION DESCRIPTION:
Pioneering Evolution is seeking multiple program analysts who will be responsible for collecting, reviewing, and analyzing data to provide recommendations to the Government. The ideal candidate will also identify and define problems by assessing relevant data, including annual revenues, employment, cost performance, scheduling, and expenditures. They will conduct interviews with managers and employees while observing their operations to develop effective solutions.
Understand the nature of the organization, its relationship with other Government entities, and its internal structure and culture. Assist in preparing and solving mathematical models to support data-driven decision-making. Prepare and present findings through written reports and oral briefings. In certain projects, support management analysts in implementing approved recommendations to improve operational efficiency.
Management analysts collect, review, and analyze data to identify problems and develop recommendations for the Government. They assess financial and operational metrics, interview personnel, and study organizational structure and relationships. Their findings are presented through written reports or oral presentations, and they may assist in implementing suggested improvements.
REQUIRED EXPERIENCE:
All years of experience are being considered, showing the capability to provide analytical support and recommendations to the Government. This includes problem definition, data collection, data analysis, and reporting findings. Demonstrated ability to:
- Perform independent data collection and analysis to support decision-making.
- Develop recommendations for organizational improvements based on qualitative and quantitative data.
- Assess financial and operational metrics to identify trends, inefficiencies, and potential improvements.
- Conduct interviews and observe operations to identify inefficiencies and areas for improvement.
- Prepare reports and presentations summarizing findings and recommendations for Government stakeholders.
- Understand organizational relationships within the Government and the impact of operational decisions.
- Assist in solving mathematical models to support cost performance, scheduling, and expenditure analysis.
- Provide support in implementing management recommendations for operational improvements.
DESIRED EXPERIENCE:
- Bachelor’s degree in business or a technical field (required).
- 10+ years of experience in engineering/science management, operations research analysis, or financial/cost analysis.
- Experience supporting a Department of Defense (DoD) component.
- Strong analytical, problem-solving, and communication skills.
- Ability to work independently on basic tasks and execute moderately complex tasks with guidance.
- Capability to meet deadlines with quality deliverables under contractor supervision.
- Familiarity with Government policies, procedures, and reporting requirements.
