FMS Financial & Case Reconciliation Analyst

POSITION DESCRIPTION:
Pioneering Evolution is seeking an experienced FMS Financial & Case Reconciliation Analyst to support our Navy customer on Foreign Military Sales (FMS) programs. The ideal candidate will have experience with NAVSEA Program Offices, FMS financial systems, and a strong understanding of DoD/USN financial management processes. In this role, you will help support FMS case execution and closure through financial reconciliation, data analysis, and strategic reporting.

RESPONSIBILITIES INCLUDE:

  • Reconcile Foreign Military Sales (FMS) cases as contracts are executed and funding is de-obligated, expended, exhausted, and closed out.
  • Maintain detailed records and report on FMS Case Closure status.
  • Assist in preparing closure packages for MISIL-managed supply service complete and interim closed cases.
  • Develop strategies to correct and mitigate discrepancies (ULOs, etc.), and prepare, validate, and present correction packages.
  • Archive and maintain FMS reconciliation documentation, billing histories, and closure statements.
  • Analyze and provide financial case reports to Budget/Financial Managers (BFMs) for use in Program Reviews.
  • Compare data across FMS Financial Systems to reconcile transactions.
  • Recommend actions to improve case financial status and support funding management.
  • Track commitments, obligations, and expenditures for FMS funding.
  • Extract and analyze financial data from SCIP, MISIL, DIFS, DSAMS, and Navy ERP.
  • Compare actual financial data to spending plans to identify and reconcile discrepancies.

REQUIRED EXPERIENCE:

  • 3+ years of experience in DoD/USN financial management.
  • 3+ years of experience supporting Foreign Military Sales (FMS).
  • Experience supporting a NAVSEA Program Office.
  • Experience with or knowledge of Navy ERP.
  • Experience with or knowledge of SCIP, MISIL, DIFS, DSAMS, COBRA.
  • US Citizenship is required with Secret Clearance or the ability to obtain/maintain such clearance.
  • Strong communication, organizational, and problem-solving skills.
  • Ability to work independently and/or as part of a team.
  • Good personal computer and business solutions software skills.
  • Strong analytical skills and the ability to develop financial reports and recommendations.
  • Good presentation and time management skills.
