Financial Analyst
POSITION DESCRIPTION:
Pioneering Evolution is seeking a Financial and Supply Systems Analyst to support logistics and financial operations for a major U.S. Navy program. The ideal candidate will possess experience in a range of Department of Defense (DoD) systems used for supply chain management, financial transactions, and contract oversight. This role requires proficiency with platforms such as Navy Enterprise Resource Planning (N-ERP), Standard Accounting, Budgeting, and Reporting System (SABRS), Standard Accounting and Reporting System - Field Level (STARS-FL), Continuous Monitoring Program (CMP), Relational Supply (RSupply), and Command Financial Management System (CFMS). The analyst will also regularly use government portals and research tools such as Wide Area Workflow (WAWF), Federal Logistics (FEDLOG) Library, One Touch System (OTS), Web Visual Logistics Information Processing System (WebVLIPS), and Electronic Document Access (EDA).
This position plays a key role in supporting obligation and disbursement validations, financial reporting, and supply tracking across the program. Responsibilities include reconciling transaction records, conducting root-cause analysis of discrepancies, and ensuring compliance with DoD financial and acquisition policies. The Analyst will work closely with Business Financial Managers (BFMs), Program Managers (PMs), and logistics personnel to validate records, maintain audit readiness, and support budget execution.
REQUIRED EXPERIENCE:
All levels of experience will be considered, with emphasis on financial and logistics system proficiency, including:
- Active or interim Secret clearance, or ability to obtain one.
- Experience with DoD financial and logistics systems, including:
• Navy Enterprise Resource Planning (N-ERP)
• Standard Accounting, Budgeting, and Reporting System (SABRS)
• Standard Accounting and Reporting System - Field Level (STARS-FL)
• Continuous Monitoring Program (CMP)
• Relational Supply (RSupply)
• Command Financial Management System (CFMS) - Working knowledge of DoD platforms and research tools, including:
• Wide Area Workflow (WAWF)
• Federal Logistics (FEDLOG) Library
• One Touch System (OTS)
• WebVLIPS
• Electronic Document Access (EDA) - Demonstrated ability to analyze, validate, and reconcile financial obligations and disbursements.
- Understanding of DoD budget formulation and execution processes.
- Experience coordinating with program stakeholders to identify, document, and resolve data issues.
DESIRED EXPERIENCE:
- Bachelor’s degree (desired): Finance, Business Administration, Supply Chain Management, or related field.
- Familiarity with DoD 5000 acquisition policy framework and PPBE processes.
- Strong analytical skills and attention to detail, especially in interpreting transactional records.
- Excellent organizational and documentation skills.
- Proficiency in Microsoft Office Suite, with emphasis on Microsoft Excel, Word, and PowerPoint.
- Experience supporting Navy or Marine Corps logistics and financial programs is a plus.
