Senior Logistics Analyst

POSITION DESCRIPTION:
Pioneering Evolution is seeking a Senior Logistics Analyst to act as a Management Advisor to support the sustainment, acquisition, and lifecycle management of naval systems. This individual will serve as a senior technical authority, advising on complex, interrelated logistics challenges that span financial, contractual, programmatic, and technical domains. This role will involve high-level representation of acquisition programs, the development and implementation of program requirements, and the coordination of logistics documentation and risk management. The ideal candidate will bring deep knowledge of Navy sustainment processes, possess exceptional analytical and communication skills, and demonstrate leadership in stakeholder collaboration and strategy development.

This position requires a Secret Clearance and is based in the Washington D.C. metro area, with on-site requirements as needed.

RESPONSIBILITIES:

  • Serve as a senior logistics advisor, applying expert judgment across interconnected subject matter areas such as financial planning, acquisition policy, program requirements, and technical data integration.
  • Represent acquisition programs at senior-level meetings and provide authoritative guidance and recommendations.
  • Deliver comprehensive oral and written presentations to both internal and external stakeholders regarding programmatic performance, strategy, and recommendations.
  • Lead development and implementation of program logistics requirements aligned with new or revised legislation.
  • Analyze and evaluate program effectiveness across the system lifecycle; revise logistics documentation to reflect evolving maturity of Product Support Strategies (PSS).
  • Manage and update key sustainment documents, such as the Life Cycle Sustainment Plan (LCSP), to reflect current readiness and support posture.
  • Monitor and analyze sustainment metrics such as CASREPs, FRACAS, CPCRs, Ao, MTBF, MDT, and maintenance costs to guide reliability growth and logistics strategy.
  • Provide recommendations on work distribution and prioritize efforts to improve programming, budgeting, and procurement performance.
  • Lead studies in collaboration with Program and Financial Analysts to enhance efficiency and drive improvements.
  • Support funding strategies and processes including BAM (Baseline Assessment Memorandum), POM (Program Objective Memorandum), and TPS (Task Planning Sheets) development in Navy Enterprise Planning Systems (NEPS).
  • Ensure effective management and accountability of GFE/GFM (e.g., OM&S, GFP), and fulfill OPA (Accountable Property Agent) responsibilities for the LCS program.
  • Identify and manage logistics risks including supply chain, cyber vulnerabilities, environmental concerns, and DMSMS/obsolescence.
  • Evaluate technical, cost, and schedule tradeoffs of proposed solutions; recommend courses of action to senior leadership.
  • Review and update program documentation, incorporating corrective actions as necessary.
  • Facilitate and coordinate team efforts across stakeholders and consolidate inputs into cohesive program deliverables.
  • Perform other duties as assigned.

REQUIRED EXPERIENCE:

  • Bachelor’s Degree in Logistics, Business Administration, Engineering, or a related field.
  • 10+ years of progressive experience in logistics program management, preferably in a DoD/Navy acquisition environment.
  • Demonstrated expertise in logistics planning, sustainment metrics analysis, and lifecycle documentation such as LCSP and PSS.
  • Strong understanding of Navy sustainment and acquisition funding processes (e.g., BAM, POM, TPS, NEPS).
  • Experience with logistics risk management and resolution of DMSMS/obsolescence issues.
  • Ability to synthesize complex data from multiple sources into actionable plans and reports.
  • Exceptional communication skills with experience briefing senior leadership.
  • Active Secret U.S. security clearance required; U.S. citizenship is mandatory.

DESIRED EXPERIENCE:

  • Experience managing LCS (Littoral Combat Ship) program logistics or similar naval platforms.
  • Proficiency in sustainment analysis tools and data sources (e.g., CASREPs, FRACAS, CPCRs).
  • Familiarity with GFE/GFM inventory management processes and associated regulatory frameworks.
  • Knowledge of cybersecurity impacts on supply chain and logistics systems.
  • Lean Six Sigma or similar process improvement certification is a plus.
