As a Proposal Manager, you will be supported by a team of accomplished big data, AI/ML, and industry specialists. Primer is building a world-class sales culture for individuals who are self-motivated, customer-focused, creative, and passionate about AI and ML. At Primer.ai, we are seeking a highly experienced Proposal Manager to lead the end-to-end proposal management process for our federal-focused software deals, both directly and through partners. This role is pivotal in driving the success of our proposals, ensuring they are compliant, compelling, and aligned with the needs of federal clients. The Proposal Manager will be responsible for coordinating all aspects of the proposal process, from initial strategy to final submission, and will work closely with internal teams and external partners.

Role Responsibilities - How You Will Make an Impact:

End-to-End Proposal Management:

  • Lead the entire proposal lifecycle, including planning, scheduling, development, review, and submission.
  • Ensure proposals are fully compliant with federal solicitation requirements and meet the highest standards of quality.
  • Manage multiple concurrent proposals, ensuring timely delivery of all required documents.

Proposal Strategy Development:

  • Work closely with sales and technical teams to develop winning strategies and themes for each proposal.
  • Analyze RFPs, RFIs, and other solicitation documents to identify key requirements and develop a tailored response strategy.
  • Conduct competitive analysis to position Primer.ai's offerings effectively against competitors.
  • Serve as the central point of contact for all proposal-related activities, coordinating efforts across internal teams and external partners.
  • Facilitate proposal kick-off meetings, status updates, and review sessions with stakeholders.
  • Ensure clear communication and alignment between all parties involved in the proposal process.

Content Development and Review:

  • Oversee the creation and assembly of proposal content, including technical, management, past performance, and pricing volumes.
  • Review and edit proposal sections to ensure clarity, consistency, and alignment with the overall strategy.
  • Develop and maintain a library of reusable proposal content, templates, and best practices.
  • Coordinate with partners and subcontractors to obtain required proposal inputs, ensuring they align with overall proposal strategy and requirements.
  • Negotiate and manage teaming agreements, NDAs, and other partnership-related documentation.
  • Ensure seamless integration of partner and subcontractor contributions into the final proposal.
  • Lead post-submission activities, including clarifications, orals, and debriefings.
  • Gather and analyze feedback to continuously improve proposal processes and outcomes.

Relevant Skills and Experiences:

  • Bachelor’s degree in Business, Communications, or a related field; advanced degree preferred.
  • 7+ years of experience in federal proposal management, with a strong track record of winning complex deals.
  • Deep understanding of federal acquisition processes, including FAR, DFAR, and other relevant regulations.
  • Exceptional project management skills, with the ability to manage multiple, complex proposals simultaneously.
  • Strong leadership, communication, and interpersonal skills, with the ability to collaborate effectively across teams.
  • Expertise in proposal development tools and software, including Google Suite, MS Office Suite, Adobe Acrobat, and proposal management platforms.
  • Ability to work under pressure and meet tight deadlines while maintaining high-quality standards.

The annual cash compensation range for this sales position is US $90,000 to US $130,000.  Final compensation will be determined based on experience and skills and may vary from the range listed above.

 

Primer works closely with the U.S. defense and intelligence establishment.
