SALARY RANGE: $2,505.46– $3,701.70 Bi-weekly; $65,141.96- $ 96,244.20 Annual
REPORTS TO: Manager, Human Resources
The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.

DUTIES:
- Assist the Payroll Specialist in preparing and processing bi-weekly payroll, including timecard audits and verification of timesheet submissions.
- Perform routine data entry of payroll-related information such as new hires, terminations, tax forms, and direct deposit updates; ensure accuracy and report discrepancies as needed.
- Help track and organize supporting documentation for payroll adjustments, garnishments, reimbursements, and other deductions.
- Maintain payroll filing systems and digital records, ensuring all documentation is complete and organized.
- Assist and support with the reconciliation efforts by running preliminary payroll reports and flagging discrepancies for review.
- Compile and organize the payroll packet for each pay period, ensuring all required documentation is accurate and complete for auditing and recordkeeping purposes.
- Assist with coordination and tracking of employee reimbursements for Professional Conference Leave, Vacation Buyouts, and other HR-related payments.
- Provide administrative support for HR and payroll projects, including compiling data, updating spreadsheets, and generating basic reports.
- Monitors and manages the payroll email inbox; organizes incoming requests, responds to routine inquiries, and routes complex items to the Payroll Specialist or appropriate HR staff for resolution.
- Assist in maintaining payroll calendars, employee communications, and internal documentation.
- Participate in special projects and audits as assigned, including providing clerical and data-gathering support.
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS:
- High school diploma or equivalent required; Associate’s Degree in Accounting, Business, or related field preferred.
- Minimum of two (2) years of entry-level experience in payroll processing required; experience in compensation practices preferred.
- Familiarity with payroll software and timekeeping systems; ADP Workforce Now experience highly desirable.
- Proficiency in Microsoft Excel and Word required; must be able to create and edit spreadsheets, use formulas, and generate reports for payroll and HR-related functions.
- Detail-oriented with the ability to handle sensitive information with confidentiality and integrity.
- Demonstrated ability to organize tasks, manage time effectively, and follow through on assignments under supervision.
- Strong written and verbal communication skills.
- Ability to work collaboratively in a team-oriented environment and with diverse employee populations.
- Demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations.
