SALARY RANGE: $2,505.46– $3,701.70 Bi-weekly; $65,141.96- $ 96,244.20 Annual

REPORTS TO: Manager, Human Resources

The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.

In our dream, children with developmental disabilities live with families in typical communities. Many choose to attend their neighborhood schools and play with neighborhood friends. Adults with developmental disabilities live in the residence of their choice – with family members, with friends, or with their spouse / significant other. They engage in activities of their choice – work, volunteering, education, training, or leisure. They have meaningful relationships with friends and coworkers and are seen as valuable, contributing members of their communities.

DUTIES:

  • Assist the Payroll Specialist in preparing and processing bi-weekly payroll, including timecard audits and verification of timesheet submissions.
  • Perform routine data entry of payroll-related information such as new hires, terminations, tax forms, and direct deposit updates; ensure accuracy and report discrepancies as needed.
  • Help track and organize supporting documentation for payroll adjustments, garnishments, reimbursements, and other deductions.
  • Maintain payroll filing systems and digital records, ensuring all documentation is complete and organized.
  • Assist and support with the reconciliation efforts by running preliminary payroll reports and flagging discrepancies for review.
  • Compile and organize the payroll packet for each pay period, ensuring all required documentation is accurate and complete for auditing and recordkeeping purposes.
  • Assist with coordination and tracking of employee reimbursements for Professional Conference Leave, Vacation Buyouts, and other HR-related payments.
  • Provide administrative support for HR and payroll projects, including compiling data, updating spreadsheets, and generating basic reports.
  • Monitors and manages the payroll email inbox; organizes incoming requests, responds to routine inquiries, and routes complex items to the Payroll Specialist or appropriate HR staff for resolution.
  • Assist in maintaining payroll calendars, employee communications, and internal documentation.
  • Participate in special projects and audits as assigned, including providing clerical and data-gathering support.
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

  • High school diploma or equivalent required; Associate’s Degree in Accounting, Business, or related field preferred.
  • Minimum of two (2) years of entry-level experience in payroll processing required; experience in compensation practices preferred.
  • Familiarity with payroll software and timekeeping systems; ADP Workforce Now experience highly desirable.
  • Proficiency in Microsoft Excel and Word required; must be able to create and edit spreadsheets, use formulas, and generate reports for payroll and HR-related functions.
  • Detail-oriented with the ability to handle sensitive information with confidentiality and integrity.
  • Demonstrated ability to organize tasks, manage time effectively, and follow through on assignments under supervision.
  • Strong written and verbal communication skills.
  • Ability to work collaboratively in a team-oriented environment and with diverse employee populations.
  • Demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations.
