HR Benefits Manager

United States (Remote)

Resolve to Save Lives (RTSL) is a US-based, global public health organization with a mission to prevent 100 million deaths from heart disease and to make the world safer from epidemics. Since 2017, Resolve to Save Lives has partnered with low-and middle-income country governments, multilateral agencies, academic and other civil society partners, and communities to implement policies and programs to treat and control hypertension, reduce sodium intake, eliminate artificial trans fats, and strengthen systems for epidemic prevention. 

Position Purpose

Reporting to the Director of Human Resources Operations, the HR Beneftis Manager provides exemplary employee support and systems management in support of a robust HR function. The position manages global benefits administration and maintains the organization's Human Resources Management System (HRMS) to ensure compliance with all applicable federal, state and local laws and regulations. The HR Benefits Manager is a benefit liaison for employees and coordinates with the finance team for payroll processing and other support functions to ensure compliance and cross-team alignment. The position also works with leadership to review benefits packages and gather information to determine the best value and fit for the needs across all RTSL locations. 

This is a remote position open to candidates based in the United States. You will be required to align your working hours with ET working hours. 

Core Responsibilities

Benefit Management 

  • Compile and present information to leadership on the cost competitiveness and effectiveness of benefits packages for all RTSL employee locations using market research, benchmarking, and review of utilization rates while considering the organization's culture and values.  
  • Proactively and holistically manage the negotiation, contracting, communications, plan implementation (including day-to-day processing activities), and renewals globally with benefit providers, brokers, and vendors and across all internal stakeholders to ensure efficient processes and delivery of cost-effective, high-quality plans.  
  • Administer the setup, billing, and enrollment of participants for all applicable benefits, including Medical, Dental, Life, Short Term Disability, Long Term Disability, globally, plus COBRA, FSA, 457(b) and 403(b) plans in the US This includes conducting enrollment/information sessions for new hires and open enrollments periods, globally. 
  • Manage plans' employer and employee contributions, plan reconciliation, and annual audit compliance. Coordinate and serve on the 403(b) plan committee. 
  • Maintain updated benefit summaries and plans for all RTSL employee locations, including employer-of-record contracts, global handbooks, and benefit plan documents. 
  • Manage all benefit-related audit requests and regulatory reporting. 
  • Manage the Worker's Compensation plan, including employee communications, reporting procedures, claim tracking, and supporting annual audit compliance in coordination with the insurance provider. 

Leave Management 

  • Review and determine all leave types and eligibility criteria, benefits and limitations, managing communications and ensuring compliance, and utilize HRIS to configure and track leave requests in accordance with local statutory laws globally. 
  • Advise managers and employees on leave matters, having empathy and sensitivity to the confidential nature of the requests. 
  • Manage and liaise with leave processing vendors for approval and payment of STD/LTD insurance and state-mandated PFL/disability. 

Human Resource Management System (HRMS) Administration  

  • Serve as systems administrator and manage the HRMS, maintaining data integrity by managing permissions of employee groups and ensuring completion and accuracy of information, compliance with internal procedures, and real-time, accurate, and thorough documentation.  
  • Maintain and update time off and leave accrual balances in HRIS. 
  • Approve data entry in the HRIS for new hires, promotions, terminations, and employee changes to the system. Create proper documentation for all personnel changes. 
  • Liaise with the Payroll Officer and provide accurate and timely personnel data (new hires, changes in status, promotions, departures, and other changes) for semimonthly and biweekly payroll, as well as data on benefits, pay, and other deductions.  
  • Support and conduct random audits to ensure employees' pay and benefits are processed accurately. Communicate any payroll/benefits errors and discrepancies and partner with HR and Finance counterparts to resolve them.  
  • Provide training and guidance to employees on BambooHR system usage. 
  • Collaborate with the IT team to perform regular assessments and support system upgrades and additions. 
  • Manage employment verifications, unemployment inquiries, and garnishment requests. Maintain electronic personnel files and records. Upload and file documents as appropriate to HRIS. 
  • Create and disseminate monthly and quarterly reports and dashboards with HR data for senior management. 
  • Maintain and update reference documents and other source materials. 
  • Manage non-exempt employee time-tracking. Provide time sheet utilization and FLSA training to employees and their managers. Review and ensure manager approvals prior to bi-weekly payroll. 

Other 

  • Maintain knowledge of current rules and laws governing benefit administration practices to ensure organizational compliance with federal, state, and local regulations such as ERISA, HIPAA, COBRA, FMLA, ACA and international data protection laws. Manage, communicate, and maintain up-to-date US federal, state, and local labor law posters.  
  • Coordinate with appropriate vendors to file state and federal ACA-required reports in the US and with relevant counterparts to meet similar requirements of country offices. Ensure employees receive accurate ACA tax documents in the US. 
  • Manage HRMS administration and communications for the tri-annual performance management process. 
  • Support occasional special projects assigned by the Director of HR Operations. 

Qualifications

Education

  • Bachelor's degree in human resources, business administration or related field 

Experience

  • 7+ years' progressive HR experience in payroll, benefits and HRIS administration, with at least some experience within the nonprofit field  
  • Experience working for a global NGO and administering benefits across different geographies 

Skills & abilities

  • Ability to create and maintain excellent business and interpersonal relationships with staff at all levels and different geographies 
  • Proven ability to maintain a high degree of confidentiality and professionalism around sensitive information 
  • Ability to manage multiple priorities and projects efficiently and effectively  
  • Proven ability to manage change and large-scale organizational communications and benefit initiatives 
  • Demonstrated success in following established processes and processing information with a high degree of accuracy, efficiency, and sense of urgency 
  • Knowledge of federal, state, and local employment laws and regulations 
  • Strong attention to detail and highly organized 
  • Proficiency with HR and payroll systems 
  • Advanced knowledge of MS Office 

Other

  • HR Certifications – SHRM-CP and/or PHR 

Compensation and Benefits

The starting salary range for this position is $85,000 to $100,000 annually. The exact offer will be determined by various factors, such as the candidate’s skills and experience relative to the requirements of the role.
