Position Purpose:
The 7-1-7 Alliance is an initiative to innovate approaches to rapid quality improvement (RQI) for epidemic and pandemic preparedness and support the global rollout of the 7-1-7 timeliness approach (https://717alliance.org/). This initiative serves as a vehicle for countries, bilateral and philanthropic donors, and technical partners interested in advancing the use of RQI approaches to improve the global detection of and response to public health threats. Led by country partners and supported by RTSL, the 7-1-7 Alliance consortium partners with countries to accelerate adoption of the 7-1-7 timeliness approach to inform rapid quality improvement of early detection and early response functions.
The Alliance forms a technical secretariat hosted by Resolve to Save Lives. In addition to alliance building with countries, the 7-17 Alliance supports network creation, partnership development, implementation, and learning, with the goal of building the capacity of institutions at country level to address health security capacity gaps based on functional assessments. The approach is adaptive and contributes to existing International Health Regulations Monitoring and Evaluation (2005) framework tools including the Joint External Evaluation, National Action Plan for Health Security and Action Review processes. In collaboration with partners, the 7-1-7 Alliance establishes a common learning agenda, offers technical assistance, support, and guidance to implement the 7-1-7 approach, as well as establishes and runs a rapid quality improvement grant program to support countries to address bottlenecks identified using the 7-1-7 metrics implement improvement measures.
The Senior Technical Advisor, Learning and Capacity Development reports to the Project Director, and provides strategic leadership in designing, coordinating, and scaling capacity-building initiatives across the 7-1-7 Alliance—a global, multi-stakeholder network working to accelerate outbreak detection and response across more than 60 countries. This role shapes the Alliance’s learning and technical assistance strategy to ensure that national public health institutes and partners are equipped with the tools, knowledge, and systems needed to implement and sustain the 7-1-7 framework for performance improvement.
Length of engagement: This is a one-year fixed-term appointment with the possibility of renewal/extension based on funding and mutual interest.
Core Duties and Responsibilities:
This position is responsible for advancing adult learning methodologies, peer exchange platforms, and operational guidance tailored to diverse regional and national contexts. The Senior Technical Advisor will lead the development and delivery of dynamic learning experiences—both virtual and in-person—and drive adoption and contextualization of the 7-1-7 technical package. The role also serves as a key connector across country teams, technical partners, and the global Secretariat, enabling insight generation and cross-country learning.
Design, implement, and evaluate training and capacity development strategies
- Enhance training strategies for the effective adoption of the 7-1-7 framework across priority audiences
- Create and deliver virtual and in-person trainings and structured participatory engagements, to facilitate learning peer exchange to bolster adoption of the 7-1-7 technical package
- Review and build upon existing content to deliver compelling synchronous and asynchronous content incorporating relevant findings from 7-1-7 operational research and scientific literature
- Coordinate contextualization and integration of 7-1-7 training materials into existing trainings in various regions for sustainability
- Convene and facilitate communities of practices with country and technical partners to promote insight and shared learning.
- Facilitate dynamic peer engagement that supports building relationships between public health professionals within and across countries
- Define key metrics to evaluate process, outputs, and outcomes of training activities
Technical guidance and oversight
- Support the development, implementation, and monitoring of 7-1-7 projects for epidemic preparedness and response by providing both remote and in-person technical assistance and project management support.
- Guide strategy for contextual adaptation of the 7-1-7 framework and the use of data for decision-making to improve the detection and response of public health threats.
- Liaise directly with teams implementing 7-1-7 activities to ensure efficient and effective data collection, analysis, and use for decision-making.
- Lead the development and improvement of tools, resources, and guidelines for implementation of 7-1-7 for rapid quality improvement.
- Coordinate the production of regular situational updates and thematic briefs for use by policymakers and technical teams related to 7-1-7 activities.
- Develop materials that disseminate outputs of 7-1-7 implementation, including development of briefs, presentations, publications, and other technical documents,
- Provide surge support to the global Prevent Epidemics teams if/as requested.
- Work as the intermediary between subject matter experts in the Prevent Epidemics team and the advisory group and requests for support from countries.
- Support broader Prevent Epidemic initiatives including research, monitoring and evaluation activities.
- Participate in other RTSL activities as needed.
Qualifications:
Experience and education
- 10+ years of experience in public health practice, with at least 5 years of experience working globally on programs in low- and middle-income countries
- Master's degree or higher in public health, epidemiology, or a related field and / or graduated from an Advanced Field Epidemiology Training Program, Post-graduate education in Tropical Medicine or Post-graduate education in Infectious Diseases
- Experience engaging and collaborating with national governments, multilateral organizations, and donors
Skills and abilities
- Deep experience using data for decision-making and performance improvement
- Knowledge of the nature of infectious diseases, including emerging infectious diseases threats and relevant guidelines and measures to prevent, detect and rapidly respond to infectious disease threats
- Expertise in surveillance and outbreak response systems, processes, and workflows
- Experienced and skilled in applying quality/performance improvement approaches to improve global health programs
- Expertise in instructional design and curriculum development for adult learning, with the ability to translate complex technical content
- Experienced and skilled in leading multi-stakeholder technical groups; demonstrated virtual and in-person activity facilitation skills are highly desirable
- Excellent written and verbal communications abilities in English; professional proficiency French is desirable
- Grant management experience desirable, but not required
- Experience leading development of peer-reviewed manuscripts is required

- Willing and able to travel internationally up to 25% of time.
Compensation and Benefits

The typical salary range for this role in the US is $120,000 – $135,000, with the final offer based on the candidate’s experience, skills, and the specific demands of the role. For applicants based outside the US, salaries are set according to national labor rates for the international NGO sector.
