Digital Health and Data Use Consultant

The Cardiovascular Health (CVH) unit at Resolve to Save Lives (RTSL) provides technical assistance in developing cardiovascular disease prevention programs to help countries improve their people's heart health. Working with our partners to improve the control of high blood pressure, reduce salt intake, and eliminate trans fats from the global food supply, the CVH team has helped save countless lives from cardiovascular disease.
The Digital Team at RTSL is implementing or helping to implement cutting-edge digital tools such as the Simple app, DHIS2 and Africa Covid Dashboard. We work with national and regional health organizations to accelerate progress and advance the use of digital technologies to save lives through our approach of simplicity, speed, and scale.
Position Summary
Resolve to Save Lives (RTSL) seeks a dynamic and experienced Consultant to strengthen Indonesia's hypertension control program by supporting the development of a fit-for-purpose digital dashboard that provides actionable insights for Puskesmas, Dinas Kesehatan (district/provincial health offices), and Kemenkes national program managers.
The Consultant will be embedded within the Directorate General, Disease Control, Ministry of Health, Indonesia, and will report to the Director General, Disease Control.
Duration and Location
12-month consultancy, with potential extension based on project needs and mutual interest. This position is open to candidates based in Jakarta, Indonesia.
Core Tasks and Deliverables
- Coordinate with the Office of the Director General for Disease Control, Ministry of Health, NCD Division, Directorate of Primary Care (ILP), Pusdatin, and BPJS to ensure hypertension control indicators are aligned, monitored on the dashboards, and reviewed regularly.
- Facilitate regular program reviews and ensure feedback is effectively communicated to provinces and districts through the Directorate.
- Support the development and use of dashboards to visualize key hypertension indicators (e.g., enrolment, BP control rates, medicine availability). Incorporate learnings from the functioning of SatuSehat, P-Care, Sistem Informasi PTM (SIPTM) for NCD reporting, and other relevant systems.
- Contribute to the development and implementation of best practice guidelines and standards for electronic health records nationally.
- Ensure alignment of digital solutions with WHO HEARTS and national health information systems.
- Engage with key stakeholders (MoH units, BPJS Kesehatan, ADINKES, WHO, donors) to strengthen digital health partnerships.
- Collaborate with Pusdatin and other relevant units to integrate HEARTS indicators into the OneSehat platform and other national systems.
- Facilitate regular data reviews and feedback loops to inform program improvements and policy decisions.
- Undertake trend analyses of the program data to assess performance, identify gaps, and develop evidence-based reports to support decision-making by Ministry of Health leadership.
- Support the development of reports and presentations for MoH leadership and RTSL.
Contract Management
The Independent Contractor will submit all deliverables to the Lead, Digital Health Partnerships and Implementation, RTSL, who will manage this contract and monitor progress towards deliverables.
Qualifications
Education
- Advanced Degree in public health, information systems, health informatics, data science, or related field
Experience
- Minimum 10 years of Digital experience with at least 5 years in Data and Digital systems (design/implementation), working experience with MoH on digital solutions is desirable
- Strong understanding of Indonesia's public health structure, data governance, and reporting mechanisms
- Experience with digital health tools that are in use or have been scaled in Indonesia is highly desirable.
- Experience in monitoring and evaluating digital tools of large-scale health programs, particularly chronic disease programs at the national level, is highly desirable.
- Prior experience working with international NGOs is preferred.
Skills and Abilities
- Strong analytical and data interpretation skills.
- Excellent collaboration and stakeholder management abilities.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and other productivity tools.
- Demonstrated ability in evidence-based decision-making and problem-solving.
- Fluency in both Bahasa Indonesia and English (written and spoken) is essential.
