The Cardiovascular Health (CVH) unit at RTSL provides technical assistance in developing cardiovascular disease prevention programs to help countries improve their people's heart health. Working with our partners to improve the control of high blood pressure, reduce salt intake, and eliminate transfat from the global food supply, the CVH team has helped save countless lives from cardiovascular disease.  

Position Purpose:  

The Grants and Operations Officer, Cardiovascular Health plays a pivotal role in driving operational efficiency and ensuring administrative excellence across the CVH unit and supporting the SVP. Reporting to the Senior Vice President, this role oversees processes related to CVH subgrants and consultant agreements, serving as a central liaison between internal teams, implementing partners, and cross-functional teams of Finance, Legal, and Procurement.  

The Grants and Operations Officer is responsible for managing workflows for all CVH subgrants, ensuring subgrantees and partners are supported with timely communication, payment setup, and ongoing administrative needs. By proactively identifying gaps and implementing streamlined processes, this role strengthens partner relationships and supports the CVH unit’s ability to manage its global grants portfolio effectively. 

Core Duties and Responsibilities: 

Grants and Contracts Coordination and Administration  

  • Manage the full administrative lifecycle of CVH subgrants and consultant agreements, including post-signing communication, partner support, and reporting coordination. 
  • Serve as the primary administrative point of contact for implementing partners, reinforcing reporting and invoicing processes and helping troubleshoot administrative issues. 
  • Coordinate with Accounts Payable to set up partners in Tipalti and ensure timely invoice submission—especially when payments are triggered upon signing. 
  • Share executed agreements, pre-filled financial reporting templates, due dates, and relevant points of contact with partners, and request introductions to their finance/admin leads to streamline collaboration. 
  • Liaise with CVH Contract Managers, sharing information and ensuring that they are apprised and connected to the grantees and well placed to monitor progress and overall implementation. 
  • Track reporting deadlines and proactively follow up to ensure narrative and financial reports are submitted on time and in alignment with requirements. 
  • Maintain centralized systems to track and store partner reports, supporting timely submission and ensuring visibility for contract managers and other relevant team members. 
  • Serve as the CVH point person for the subgrant management system, supporting the workflow of application reviews, approvals and effective coordination between internal stakeholders, ensuring agreements are processed in a timely and compliant manner. 
  • Serve as the main CVH liaison for the grant management platform, ensuring accurate records, timely progression of approvals, and effective coordination between internal stakeholders. 
  • Coordinate and collaborate with finance, legal, and procurement teams to draft and finalize partner agreements, consultant scopes of work, and vendor contracts, ensuring compliance with organizational processes. 
  • Coordinate with legal, finance, and procurement on any administrative or compliance concerns early during the proposal phase and work with contract managers to resolve issues before agreements are finalized. 
  • Support contract close-out processes, including no-cost extensions and financial reconciliations, in partnership with Contract Managers, Contract Officers and Legal team. 

Operations Support to the Senior Vice President (SVP)  

  • Manage and reconcile the corporate credit card report for the SVP, ensuring accurate and timely processing of transactions and expenses. 
  • Coordinate SVP travel logistics and field visit preparations, working with the travel unit and country teams for smooth execution. 
  • Support the planning and execution of CVH Unit convenings, in collaboration with other CVH team members, the Global Operations team and/or external vendors. 

 

Required Qualifications:  

Education:  

  • Bachelor’s degree or higher in public administration, public health or other field  

Experience: 

  • At least five years of relevant work experience, ideally in grant management, project management or administration 

Skills & abilities: 

  • Proficiency with basic project management concepts, generic tools and strategies  
  • High level of proficiency with software such as MS Office (Word, Excel, PowerPoint) required 
  • Exceptional organizational skills and ability to take initiative, prioritize and follow through on tasks 
  • Clear, effective and highly efficient writing skills  
  • Demonstrated ability to work under pressure and deliver against tight deadlines  
  • Well-developed interpersonal skills and a strong sense of responsiveness for harmonious internal teamwork and global partnerships across cultures 
  • Flexible, collaborative work style yet capable of working independently  
  • Ability to work remotely as well as to convene periodically in-person for team meetings  

 Other: 

  • Able to work remotely during East Coast working hours and willing to convene periodically in-person for team meetings, as needed 

Compensation and Benefits

The salary range for applicants based in the US is $70,000 to $86,000 annually. The exact offer will be determined by various factors, such as the candidate’s skills and experience relative to the requirements of the role.
