Digital Monitoring and Evaluation (M&E) Consultant

The Prevent Epidemics (PE) team at RTSL partners with governments to strengthen key aspects of their health security systems and elevate those lessons globally.

Position Title: Digital Monitoring and Evaluation (M&E) Consultant 

Length of Engagement: Through December 31, 2026

Level of Effort: Full-time consultancy (approximately 40 hours per week)

Location: Addis Ababa, Ethiopia

Job Structure: Independent Contractor 

  • Must have a registered business license to operate as a consultant in Ethiopia, or be willing to get one before the contract is signed.

Position Summary

EPHI is leading the implementation and scaling up of the Electronic Public Health Emergency Management (ePHEM) system, which is vital for real-time surveillance, outbreak detection, and emergency management. Additionally, EPHI is involved in other digital health initiatives, including DHIS2, EIOS, and data visualization platforms, which are expected to be interoperable with ePHEM. 

To ensure that these digital tools are effectively monitored, evaluated, and optimized for impact, a dedicated Digital Monitoring and Evaluation (M&E) Consultant is required. This role will bridge the gap between M&E best practices and digital technology, ensuring that digital investments directly contribute to improved public health outcomes.

The Digital M&E Consultant will be responsible for designing and implementing an M&E framework for EPHI's digital health initiatives, with a primary focus on the ePHEM system. The officer will track system performance, data quality, user adoption, and, most importantly, the public health impact of these digital tools. The findings will be crucial for strategic decision-making, continuous improvement, and demonstrating accountability to stakeholders. 

Core Tasks and Deliverables

M&E System Design and Implementation  

  • Develop and operationalize comprehensive M&E frameworks and plans for the ePHEM system and other designated digital health projects, defining key performance indicators (KPIs), targets, and data sources. 
  • Design data collection tools and methodologies to gather quantitative and qualitative data on digital system performance. 
  • Develop and implement routine data quality assessment protocols for digital systems. 
  • Support IT and system administrators to establish automated monitoring dashboards for real-time performance tracking. 

Evaluation and Impact Assessment 

  • Conduct periodic evaluations to assess the effectiveness, efficiency, relevance, and sustainability of digital health initiatives. 
  • Document success stories, lessons learned, and best practices for internal learning and external dissemination. 

Reporting, Learning, and Feedback Loops  

  • Develop high-quality M&E reports, dashboards, and data visualizations for EPHI leadership and partners. 
  • Translate M&E findings into actionable recommendations for system developers, program managers, and policymakers to improve digital tool design and implementation strategies. 
  •  Establish and manage feedback mechanisms for end-users 

Contract Management

The Senior Technical Advisor at RTSL will manage this contract, monitor progress towards deliverables, and approve invoices. The contractor will work closely with the Early Warning and Surveillance Directorate, particularly with the Surveillance and Disease Intelligence Division, to support the effective completion of deliverables. 

Qualifications

Education

  • Master’s degree in public health, Monitoring & Evaluation, Information Science, Data Science, or related fields. 

Experience

  • Minimum of 5 years of professional experience in monitoring and evaluation, preferably within the public health sector. 
  • Essential: Demonstrated experience working with digital health information systems (e.g., DHIS2, ePHEM, or other similar platforms). Experience with ePHEM is a significant advantage. 
  • Proven experience in developing M&E frameworks, logical models, and theory of change. 
  • Strong experience in quantitative and qualitative data analysis, visualization, and reporting. 
  • Experience in conducting data quality audits and assessments. 

 Skills & Abilities

  • Data Analysis: High proficiency in statistical software (e.g., Stata, R, SPSS) and data visualization tools (e.g., Tableau, Power BI). 
  • Digital Proficiency: Strong understanding of database structures, APIs, and the ability to work with system-generated data (logs).  
  • M&E Tools: Expertise in KOBO Toolbox, ODK, or similar electronic data collection platforms. 
  • Soft Skills: Excellent analytical, problem-solving, and communication (written and verbal) skills. Ability to train others and work effectively in a multidisciplinary team.
