POSITION OVERVIEW
We’re seeking a Senior Manager to lead our Talent Acquisition team at RIVA. This role combines leadership, operational excellence, and innovation, overseeing recruiting execution while driving workforce strategy, employer brand, and recruiting technology modernization.
You will act as a trusted partner to management and leadership, ensuring scalable, data-driven, and high-impact hiring practices across corporate and proposal recruiting, including support for clearance-based roles.
CORE RESPONSIBILITIES
Recruiting Strategy
- Establish and execute enterprise-wide recruiting strategies aligned to growth objectives
- Partner with leadership on workforce planning, hiring forecasts, and pipeline strategies
- Define and track recruiting KPIs, ensuring accountability and continuous performance improvement
Recruiting Lifecycle Oversight
- Oversee the full recruiting lifecycle from requisition through offer and close
- Ensure consistent, high-quality candidate experience and hiring practices
- Guide hiring teams on structured interviewing and selection processes
- Review and approve offers; support negotiation strategies for critical roles
Stakeholder Partnership
- Serve as a strategic advisor to hiring managers and program leaders
- Partner with proposal teams to support staffing strategies for new business pursuits
- Provide insights on talent market trends, compensation benchmarks, and hiring risks
- Influence hiring decisions to improve outcomes and reduce time-to-fill
Sourcing & Talent Pipeline Strategy
- Develop advanced sourcing strategies, including passive talent engagement
- Build and maintain pipelines for critical, hard-to-fill, and future roles
- Introduce innovative sourcing channels and evaluate emerging tools
- Strengthen diversity and inclusion pipelines
Employer Branding & Talent Marketing
- Lead the development and execution of employer branding strategy to attract top talent
- Partner with marketing and leadership to enhance brand presence across digital platforms and recruiting channels
- Oversee recruiting campaigns, hiring events, open houses, and outreach initiatives
- Ensure consistent messaging that reflects company culture, mission, and value proposition
Budget Ownership & Resource Planning
- Own and manage the Talent Acquisition budget, including headcount, agency spend, tools, and programs
- Forecast and allocate recruiting resources to align with hiring demand and business priorities
- Evaluate ROI on recruiting investments (e.g., job boards, agencies, events, tools)
- Optimize cost-per-hire while maintaining quality and speed
Technology & Innovation
- Evaluate, implement, and optimize recruiting technologies to improve efficiency, scalability, and data visibility
- Leverage automation, AI tools, and data insights to enhance sourcing, screening, and reporting capabilities
- Ensure systems integration and data integrity across HR and recruiting platforms
Operations, Reporting & Compliance
- Ensure accurate tracking and reporting within applicant tracking systems
- Analyze recruiting metrics and present actionable insights to leadership
- Ensure compliance with government contracting requirements, employment law, and company policies
- Standardize processes to support audit readiness and operational consistency
Programs & Continuous Improvement
- Lead hiring events, diversity initiatives, and university partnerships
- Drive process improvements and recruiting innovation initiatives
- Collaborate cross-functionally with operations and leadership
- Identify scalable solutions to enhance recruiter productivity and candidate experience
MINIMUM QUALIFICATIONS
- At least 7 years of progressive recruiting experience, including at least 2 years in a supervisory role
- At least 3 years experience in a government contracting environment
- Proven experience managing recruiting teams, budgets, and TA programs
- Strong background in recruiting strategy, workforce planning, and performance metrics
- Experience leading employer branding and talent marketing initiatives
- Familiarity with modern recruiting technologies (ATS, CRM, sourcing tools, analytics platforms)
- Demonstrated success in sourcing passive candidates and building pipelines
- Strong knowledge of employment law and compliance requirements
- Excellent leadership, communication, and stakeholder management skills
- Proficiency with Applicant Tracking Systems and Microsoft Office tools
- Bachelor’s degree or equivalent experience
Pay range
$140,000 - $150,000 USD
