POSITION OVERVIEW
RIVA Solutions is seeking a Senior Application Developer / Project Lead with 10+ years of related experience to analyze functional business applications, translate detailed designs into working software, and provide technical leadership across the application development lifecycle. The role combines hands-on development, system design, troubleshooting, documentation, and technical direction to ensure complex applications meet functional, performance, and schedule objectives.
The ideal candidate brings deep experience with Microsoft and enterprise application technologies, including ASP.NET/.NET Framework, J2EE, object-oriented design and programming, web services, relational databases, JavaScript frameworks, Salesforce, SQL Server Reporting Services, and modern source-control and development toolchains.
CORE RESPONSIBILITIES
- Analyze functional business applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts.
- Develop block diagrams, logic flow charts, system designs, and other technical artifacts that translate business and functional requirements into implementable solutions.
- Translate detailed designs into computer software using established programming techniques, development standards, and internet-based application technologies.
- Design, develop, test, debug, and refine software to produce required products and satisfy documented design objectives.
- Develop and maintain solutions using ASP.NET/.NET Framework, J2EE, object-oriented design (OOD), object-oriented programming (OOP), WSDL, Web Services, and relational database management systems.
- Develop and support application components using jQuery, JavaScript, VBScript, GitLab, Visual Studio, LLBLGen Pro, Kendo, Telerik, TFS, jQuery Maps, Salesforce, and SQL Server Reporting Services.
- Enhance existing software to reduce operating time, improve efficiency, address defects, and support evolving mission or business requirements.
- Prepare and maintain required program-level, system-level, technical, and user-level documentation throughout the software lifecycle.
- Apply knowledge of programming techniques, computer internet systems, application architecture, and enterprise development practices to complex technical problems.
- Provide technical direction and project leadership to programmers and development staff to ensure program milestones and deadlines are met.
- Support system design and application programming on large-scale database management systems and develop complex software solutions to satisfy design objectives.
- Collaborate with Government stakeholders and technical teams to clarify requirements, resolve implementation issues, and support successful delivery of application solutions.
MINIMUM QUALIFICATIONS
- Minimum 10+ years of related application development, software engineering, or systems development experience, including technical leadership or project-lead responsibilities.
- Bachelor's degree in an Information Technology field from an accredited U.S. university.
- Expertise in ASP.NET and the .NET Framework.
- Experience with J2EE, object-oriented design (OOD), object-oriented programming (OOP), WSDL, and Web Services.
- Demonstrated experience developing solutions within relational database management systems (RDBMS) and large-scale DBMS environments.
- Hands-on experience with jQuery, JavaScript, VBScript, GitLab, Visual Studio, LLBLGen Pro, Kendo, Telerik, TFS, jQuery Maps, Salesforce, and SQL Server Reporting Services.
- Experience performing system design, application programming, software testing, debugging, performance enhancement, and production support for complex applications.
- Experience preparing technical documentation, program-level documentation, and user-level documentation.
- Demonstrated ability to provide technical direction to programmers and coordinate development activities against program deadlines.
- Strong analytical, problem-solving, written communication, and stakeholder collaboration skills.
- Ability to obtain and maintain a Public Trust clearance.
PREFERRED QUALIFICATIONS
- Experience supporting Federal application development programs or task orders governed by CATTS or comparable Federal labor-category frameworks.
- Experience developing applications that support finance, accounting, personnel, manpower, logistics, contracts, or related enterprise business functions.
- Advanced experience designing and developing complex software applications on large-scale database platforms.
- Experience leading or mentoring development teams and coordinating technical work across multiple application components.
- Experience improving legacy applications for performance, maintainability, scalability, and operational efficiency.
- Experience integrating enterprise applications, web services, Salesforce, reporting platforms, and relational data sources.
- Familiarity with structured software development lifecycle practices, source-control workflows, and release management in Government environments.
- Experience working directly with Government stakeholders to translate functional requirements into technical solutions.
