POSITION OVERVIEW

RIVA Solutions is hiring a DevOps Engineer to run the platform behind the Manufacturing Extension Partnership Enterprise Information System (MEIS) for NIST MEP at the U.S. Department of Commerce. MEIS runs as containerized .NET workloads on AWS EKS, with SQL Server on EC2, GitLab CI/CD pipelines, and infrastructure defined in CloudFormation.

This is a hands-on role with an unusual constraint. A separate government team owns the Kubernetes control plane and executes every database change, so you deploy, monitor, and troubleshoot inside an environment you do not administer. You will also write .NET code alongside the development team.

CORE RESPONSIBILITIES

  • Own and improve the GitLab CI/CD pipelines. Continuous integration is pull request driven, with roughly one planned release per month plus frequent out-of-band deployments.
  • Manage AWS infrastructure through CloudFormation templates.
  • Operate containerized workloads on AWS EKS without cluster control plane access. You can restart pods and manage your workloads; the government infrastructure team owns the cluster itself.
  • Manage application environments and configuration across Production, Test, Development, and UAT.
  • Administer the Windows Server and IIS web tier.
  • Coordinate database and reporting deployments with the government database team, which executes all schema and report changes.
  • Restore from backup into lower environments and run validation tests. Backups are incremental with a weekly full, delivered to an SFTP site.
  • Monitor through CloudWatch and maintain availability health-check endpoints.
  • Remediate vulnerability scan and penetration test findings from the government security team, a third-party scanner, and Synack. Track and close POA&M items, and support the annual stand-up of a staging environment for deeper scanning.
  • Support incident response and environment troubleshooting, including on-call coverage outside the 6:00 a.m. to 6:00 p.m. support window.
  • Write and maintain C# and .NET code alongside the development team. This is not a pure platform role.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in computer science, engineering, or a related field from an accredited US University, or equivalent experience.
  • 8 or more years in DevOps, platform engineering, or infrastructure engineering.
  • Hands-on AWS: EKS, EC2, CloudFormation, CloudWatch, and IAM.
  • Kubernetes workload operations, including deployments, pods, config, and troubleshooting, in a cluster you did not administer.
  • Authoring and maintaining GitLab CI/CD pipelines.
  • Windows Server and IIS administration.
  • SQL Server administration fundamentals and schema deployment packaging.
  • Working C# and .NET development ability. You will be asked to write application code.
  • Docker image build and container troubleshooting.
  • U.S. citizenship. Must be able to pass a National Agency Check with Inquiries (NACI) background investigation and obtain an HSPD-12 badge, which typically takes 14 to 21 days.

PREFERRED QUALIFICATIONS

  • Deploying .NET Framework and .NET Core applications to containerized environments.
  • DACPAC packaging for SQL Server schema changes.
  • Vulnerability management and POA&M (plan of action and milestones) tracking in a FISMA or NIST SP 800-53 environment.
  • Penetration test and scanning workflows using Synack, Tenable, or similar tooling.
  • Azure AD or Entra ID, including external guest user identity.
  • ServiceNow, particularly its API.
  • Infrastructure as code beyond CloudFormation, such as Terraform.
  • Prior federal experience on a program where a separate government team owns the cloud platform and the database.

If you're a veteran, we encourage you to self-identify during the application process, it helps us track our hiring commitments and, in some cases, may support priority referral for open roles.

Race & Ethnicity Definitions

If you believe you belong to any of the categories of protected veterans listed below, please indicate by making the appropriate selection. As a government contractor subject to the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), we request this information in order to measure the effectiveness of the outreach and positive recruitment efforts we undertake pursuant to VEVRAA. Classification of protected categories is as follows:

A "disabled veteran" is one of the following: a veteran of the U.S. military, ground, naval or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or a person who was discharged or released from active duty because of a service-connected disability.

An "active duty wartime or campaign badge veteran" means a veteran who served on active duty in the U.S. military, ground, naval or air service during a war, or in a campaign or expedition for which a campaign badge has been authorized under the laws administered by the Department of Defense.

An "Armed forces service medal veteran" means a veteran who, while serving on active duty in the U.S. military, ground, naval or air service, participated in a United States military operation for which an Armed Forces service medal was awarded pursuant to Executive Order 12985.

Form CC-305
OMB Control Number 1250-0005
Expires 07/31/2029

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
