POSITION OVERVIEW

This role leads the development of all technical and end-user documentation for an enterprise-scale AI governance and cybersecurity implementation spanning the USPTO's hybrid cloud environment (AWS GovCloud, Azure Government, and M365). The Senior Technical Writer translates complex security and AI governance concepts—including Wiz Federal DSPM configurations, GitLab CI/CD pipeline workflows, and ServiceNow remediation processes—into clear, accurate materials for both technical and non-technical audiences, including agency leadership.

CORE RESPONSIBILITIES

• Own the compliance reporting and dashboard package as a living product throughout the contract, maintaining accuracy across three reporting tiers: operational, compliance, and executive
• Lead the creation and maintenance of all program deliverables requiring written documentation, including the Project Initiation Package, Enterprise Architecture and Deployment Plan, Discovery and Classification Configuration guide, AI Governance Enforcement Configuration, Reporting and Dashboard Package, and Final Implementation and Closeout Report
  
• Produce administrator guides and runbooks for the Wiz Federal DSPM platform, including scanner connector configuration, policy tuning procedures, and Wiz Security Graph navigation for security operations staff
  
• Document GitLab CI/CD pipeline gates and enforcement playbooks, translating DevSecOps workflow controls—including Wiz Code and Snyk Agent Scan integration points—into clear procedural guides for development teams
  
• Author end-user documentation and training materials for ServiceNow SMP remediation workflows, enabling USPTO staff to independently process, escalate, and close security findings from the DSPM platform
  
• Document UGAP API service broker governance procedures, including sanctioned AI routing rules, approved use-case onboarding steps, and exception-handling workflows
  
• Gather, analyze, and translate technical information from engineers, security architects, and SMEs into clear, readable documents for technical and non-technical audiences across AWS CloudWatch dashboards, AWS S3 reporting outputs, and XSIAM/QRadar telemetry summaries
  
• Support knowledge transfer so that USPTO government personnel can independently perform routine DSPM policy tuning, report customization, Okta ICAM lifecycle administration, and day-to-day platform administration without contractor support
  
• Coordinate with the Project Manager and Agile Team Leads to track deliverable timelines across all three Agile teams; ensure documentation is updated at each sprint boundary and re-baselined with the COR monthly
  

MINIMUM QUALIFICATIONS

• Bachelor's degree and 10 years of relevant experience, or Master's degree and 8 years of relevant experience in technical writing, communications, or a related technical field
  
• Demonstrated experience producing technical documentation for complex federal IT programs, including user guides, administrator guides, SOPs, and training materials tied to security or cloud platforms
  
• Experience writing for audiences ranging from agency IT staff to CIO-level executives, with the ability to adapt depth, terminology, and format per audience
  
• Strong command of grammar, style, and technical English; ability to distill highly complex data security, AI governance, and multi-cloud concepts into plain language
  
• Experience with document management tools and version control (e.g., M365 SharePoint, Confluence, GitLab) appropriate to a GitLab-based software factory environment
  
• Familiarity with federal IT compliance frameworks including FISMA, NIST SP 800-series, FedRAMP, and the deliverable structure of firm-fixed-price federal task orders
  
• Working technical familiarity with the program tool stack sufficient to document it accurately and independently: the DSPM platform console and security-graph navigation, CASB policy administration concepts, GitLab (merge requests, pipelines, and docs-as-code workflows), ServiceNow ITSM, Okta SSO/MFA administration concepts, and AWS CloudWatch dashboards and S3-based reporting in a GovCloud context
  
• Proficiency with structured and docs-as-code authoring toolchains: Markdown or AsciiDoc maintained in Git version control, diagramming tools (Visio, draw.io, or Lucidchart) for architecture and workflow figures, and screenshot capture/annotation workflows for administrator guides and runbooks
  

PREFERRED QUALIFICATIONS

• Prior work on cybersecurity, DSPM, or AI governance programs for federal civilian agencies; familiarity with Wiz, Netskope, or similar FedRAMP-authorized security platforms
• Experience documenting CI/CD pipelines, DevSecOps workflows, or container-based environments (e.g., Kubernetes) in government programs
• Familiarity with Agile documentation practices—updating runbooks and guides within two-week sprints and aligning deliverables to sprint review checkpoints
• Experience documenting ServiceNow workflows, AWS CloudWatch dashboards, or SIEM reporting outputs (XSIAM, QRadar)
  Society for Technical Communication (STC) membership or equivalent professional credential
• Experience documenting REST APIs and integration patterns (OpenAPI/Swagger) and applying Section 508 accessibility standards to federal documentation deliverables
