PROGRAM OVERVIEW

The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Public Affairs (ASPA) Digital, serves as a primary digital communications conduit for timely, authoritative public health information. ASPA Digital supports a large ecosystem of public-facing websites, digital platforms, and stakeholder services that must remain secure, accessible, and responsive to rapidly changing priorities. Recent national needsincluding COVID-19 response, opioid and behavioral health initiatives, bullying prevention, and other public health challengeshave increased demand for real-time, multi-channel communications and continuous improvement of the citizen experience. This program delivers integrated digital communications support services, combining Agile delivery, user-centered design, content strategy, analytics/voice of the customer, and modern web operations to ensure HHS information is accurate, accessible, and trustedon every device and for every audience.

POSITION OVERVIEW

RIVA is seeking a Deputy Program Manager - Program Manager IV to support operational oversight, delivery coordination, and stakeholder engagement across ASPA Digital’s integrated digital communications program. This role serves as a key program leader responsible for helping manage day-to-day execution across multiple workstreams, including web operations, content delivery, service desk activities, and modernization initiatives. The Deputy Program Manager works closely with Government stakeholders, product owners, technical leads, and cross-functional teams to manage scope, priorities, delivery cadence, and communication in a dynamic, high-visibility Federal environment.

The Deputy Program Manager applies strong program delivery, communication, and change management skills to coordinate ongoing operations and help ensure successful delivery of digital products and services. The position is responsible for supporting planning, reporting, staffing coordination, intake refinement, workflow improvement, and transition activities, while helping align execution to customer needs and mission priorities. Success in this role requires the ability to manage complex information across teams, communicate clearly with both technical and non-technical stakeholders, and maintain transparency around status, risks, and operational performance.

CORE RESPONSIBILITIES

  • Support operational oversight and day-to-day delivery across ASPA Digital workstreams, helping ensure program activities align with Government priorities, schedule expectations, and mission outcomes.
  • Work closely with HHS ASPA Digital stakeholders to develop project plans, manage requirements and scope, and coordinate execution for new and existing initiatives.
  • Coordinate program activities across product owners, developers, scrum masters, and other cross-functional teams to maintain alignment on priorities, deliverables, and dependencies.
  • Support monthly and recurring program reporting, including status, financials, staffing updates, delivery metrics, and operational performance visibility.
  • Help manage intake, workflow refinement, and operational processes across the delivery program to improve efficiency, transparency, and responsiveness.
  • Assist with transition planning, rapid adoption strategies, and onboarding of workstreams, websites, features, or operational processes into steady-state delivery.
  • Develop and maintain program documentation, communication artifacts, and standard operating procedures that support knowledge management, governance, and program continuity.
  • Communicate status, risks, issues, and recommended actions clearly to Government and internal stakeholders, helping sustain strong customer relationships and high-quality service delivery.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Communications, Information Technology, Business, or a related field (or equivalent practical experience).
  • 10+ years of experience leading and managing information technology or digital transformation projects, operations, or delivery programs.
  • Demonstrated experience managing requirements, scope, delivery coordination, and stakeholder communications across multiple concurrent initiatives.
  • Experience supporting program operations in web, digital communications, service desk, or content management environments, including workflow/process improvement.
  • Proficiency with project and collaboration tools such as Jira, Confluence, Trello, GitHub, or similar platforms used to manage work intake, status, and delivery coordination.
  • Strong communication and problem-solving skills, with the ability to synthesize complex program information, influence stakeholders, and support enterprise-wide digital delivery decisions.
  • Ability to obtain and maintain a Public Trust clearance and to operate effectively in a high-visibility Federal environment with diverse technical and business stakeholders.

PREFERRED QUALIFICATIONS

  • Experience supporting HHS, ASPA Digital, or other Federal digital communications, web operations, or public-facing service delivery programs.
  • Experience overseeing programs of 20+ staff and coordinating work across multiple teams, roles, and functional areas.
  • Experience with rapid adoption strategies, transition models, and integration of websites, workflows, or delivery functions into operations and maintenance environments.
  • Preferred certifications include Agile Team Facilitator, Change Practitioner, or similar Agile/change management credentials.
  • Experience with content management systems or digital delivery platforms such as Drupal, SharePoint, WordPress, or similar tools used in Federal web and digital programs is preferred.

The salary or salary range for this role reflects an estimated range informed by multiple compensation factors. Final offers may vary based on considerations such as relevant experience, education and training, critical skillsets, and overall business needs.


Pay range

$135,000 - $165,000 USD
